Senior Project Manager - Finance and Business Management - 31005

We have an exciting opportunity to lead the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and barrier removal to ensure alignment with the business case and value for money.

We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.

Key Tasks:
  • Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
  • Ensuring programme deliverables align with strategic objectives, owning change control processes.
  • Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
  • Managing stakeholder queries and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
  • Supporting investment and funding activities alongside the Programme Manager and Director.
  • Ensuring adherence to governance and assurance requirements.
  • Supporting business management through whole life cost allocations.
The Team:

The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping digital services to transform environmental regulation. You will work within a multidisciplinary team, collaborating with Defra shared services and third-party suppliers to deliver user-centered, efficient, and accessible digital platforms.

Experience and Skills Required:
  • Experience in fast-paced, dynamic programmes.
  • Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
  • Experience managing complex financial data.
  • Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
  • Experience with purchase order processes and business case approval routes.
  • Familiarity with governance and spend control processes.
  • Proven ability to engage stakeholders, drive innovation, and contribute to delivery.
