Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and help remove barriers to delivery, ensuring alignment with our business case and value for money.

We seek someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.

Key tasks include:

  • Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
  • Ensuring programme deliverables align with strategic objectives within the business case, owning change control processes.
  • Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
  • Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
  • Supporting investment and funding activities alongside the Programme Manager and Director.
  • Ensuring adherence to governance and assurance requirements.
  • Supporting ongoing business management through whole life cost allocations.

The Team

The Digital, Innovation, and Programmes team is responsible for the Digital Strategy and its implementation across E&B, setting the strategic direction for digital services that will transform regulation.

You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape delivery of user-centered online services and digital platforms that are more efficient, simpler, and faster to use.

Experience and Skills Required

Experience that would be beneficial but not essential includes:

  • Experience working in a fast-paced, dynamic programme.
  • Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
  • Experience managing complex financial information.
  • An understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL definitions, and re-charges between Defra and EA.
  • Experience with purchase order raising, business case development, and approval routes including change control processes.
  • Experience in digital programmes is helpful but not essential.
  • Awareness of governance requirements around spend control and assurances.
  • Proven ability to lead and own work areas, engage stakeholders, and drive innovation and best practices.
