Senior Project Manager - Finance and Business Management - 31005

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, barrier removal, and ensure value for money in line with the business case.

We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.

Key Tasks:

  • Understanding financial and economic cases underpinning the Programme’s business case and spending review bids.
  • Ensuring programme deliverables align with strategic objectives and managing change control processes.
  • Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
  • Managing stakeholder queries and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
  • Supporting investment and funding activities with the Programme Manager and Director.
  • Ensuring adherence to governance and assurance requirements.
  • Supporting business management through whole life cost allocations.

The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, shaping digital service delivery to make processes more efficient, simple, and fast.

You will work with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms.

Experience/Skills Required:

  • Experience in fast-paced, dynamic programmes.
  • Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
  • Experience managing complex financial information.
  • Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, recharges).
  • Experience with business cases, approvals, and assurance routes, including change control.
  • Digital programme experience is beneficial but not essential.
  • Knowledge of governance around spend control and assurances.
  • Proven ability to lead work areas, engage stakeholders, and drive innovation.
