Job Description
The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.
The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working todeliverthe strategic objectives of the new Government Shared Services Strategy.
We will deliver the Government's three overarching objectives for shared services:
- Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
- Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
- Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Key Responsibilities
Short Summary:
The Senior Project Manager plays a pivotal role in driving and overseeing change control processes within a complex, multi-departmental Programme. They provide tactical direction, ensuring the successful design, implementation, and adoption of change management frameworks, tools, and best practices.
This role requires strong stakeholder engagement, working closely with senior leaders, governance bodies, and change forums to ensure alignment and compliance with change control strategies.
Additionally, they provide supervision to the change control team, direction and oversight. Reporting Management of Change Control to the respective Team & Operational Leads. Ensuring effective governance, impact assessment, and approvals while supporting business transformation. Their expertise ensures that change is managed smoothly, risks are mitigated, and the Programme remains on track to achieve its objectives.
Key Responsibilities Include But Not Limited To
- Provide strong and visible coordination in a complex, multi-departmental environment, engaging effectively with senior leaders to drive change requirements.
- Develop and advocate a clear vision for change control management, establishing best practice standards, tools, and processes to ensure consistency and effectiveness. Alignment to project profession and the commercial standards for compliance and control.
- Drive the design and implementation of the Programme Change Control Strategy, including the Programme Product Tracker, Quality Management Strategy, and Configuration Management processes to support successful change delivery.
- Manage and refine the Programme’s change control strategy and processes, ensuring impact assessments, approvals, and compliance with Matrix governance requirements.
- Change Control should be implemented in the planning, monitoring, and management of deliverables, ensuring effective collaboration between suppliers and the delivery team.
- Drive effective change control, collaborating with the Team & Operational Leads to deliver key messaging around change control initiatives.
- Provide supervision and direction to the change control team, fostering development and ensuring the successful execution of all change control activities across the Programme, leading discussions with suppliers on change control, and leading change requests and development of impact assessments.
Essential Criteria
Required
- Stakeholder Management – Identify, classify, and update stakeholder engagement plan. Lead stakeholder engagement on project to ensure it meets Business Change requirements. Point of contact for senior stakeholders.
- Change Management – Ability to ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
- Programme & Change Control Governance – Strong understanding of change control processes, impact assessments, approvals, and compliance requirements within large-scale programmes.
- Strategic Thinking & Problem-Solving – Ability to develop and execute change control strategies, ensuring alignment with business objectives and governance frameworks.
- Communication & Engagement – Strong ability to craft and deliver clear, compelling messaging around change initiatives, working collaboratively with internal teams.
- Process Improvement & Standardisation – Experience in refining and optimising change management processes to drive efficiency and consistency.
- Team Management & Development – Proven experience in guiding, coaching, and developing teams to deliver high-quality change management outcomes.
- Governance & Compliance Knowledge – Understanding of industry regulations and governance structures related to change control Ability to work with commercial colleagues to assess and evaluate the impact of any proposed change on contracts.
Desirable Criteria
- Formal Change Management Certification – Qualifications such as Prosci, APMG Change Management, or ACMP Certified Change Management Professional (CCMP).
- Project & Programme Management Expertise – Familiarity with methodologies such as PRINCE2, MSP (Managing Successful Programmes), or Agile frameworks.
- Experience in Business Transformation – Exposure to large-scale business transformation, restructuring, or technology-driven change programmes.
- Knowledge of Configuration & Quality Management – Understanding of product tracking, quality management, and configuration management strategies.
- Experience in Matrix Organisations – Working within complex governance structures and reporting lines across multiple departments or business units.
- Digital & Technology Change Experience – Understanding of change control in digital transformation or IT implementation projects.
- Public Sector or Regulated Industry Experience – Experience in change control management within government, healthcare, finance, or other regulated sectors.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
