Job summary

Network Rail is seeking an experienced engineer to provide assurance and technical leadership for the national Lifts & Escalators portfolio. You will work with project teams to ensure safety, quality and value through the full project lifecycle, from development to handback, while driving governance and continuous improvement.

The role involves collaboration with designers, contractors and stakeholders, ensuring compliance with legislation and NR standards, and supporting strategic assurance

Qualifications

  • Significant experience in engineering disciplines, including construction and design across multiple disciplines.
  • Technical qualifications to at least HND level or equivalent.
  • Membership of a relevant professional institution.
  • Experience of major contracting.
  • Knowledge of structuring safety cases in support of projects.
  • Knowledge of safety management and quality assurance.
  • Understanding of arrangements for independent assessment of works.
  • Accident investigation experience.

About The Role
  • Contract: Permanent. This role is a full-time opportunity, flexible working patterns will be considered.
  • Location: This role can be based at any of Network Rail's corporate offices in York, Birmingham, London Puddle Dock, London Paddington, Glasgow or Bristol. Regular travel is required, and the role operates on a hybrid basis with a minimum of three days per week spent in the office.
  • Band & Salary: Band.3.C £55,596 - £67,813 per annum depending on skills and experience

In this role, you'll provide engineering assurance and technical leadership across Network Rail's national Lifts & Escalators portfolio, helping to deliver safe, reliable and cost-effective renewal and enhancement projects that improve asset performance, accessibility and passenger experience. You'll ensure projects comply with relevant legislation, Railway Group Standards and Network Rail requirements while supporting the successful delivery of programme objectives.

You’ll work closely with project teams, designers, contractors, maintainers and stakeholders to provide technical guidance and engineering assurance throughout the project lifecycle. This includes implementing engineering management processes, reviewing designs and construction activities, supporting risk assessments, monitoring compliance and ensuring robust safety, quality and environmental standards are maintained from project development through to commissioning and handback.

The role supports the delivery of the portfolio's engineering strategy and assurance objectives, working with the Principal Design Engineer and wider programme leadership team to drive consistency, standardisation and continuous improvement across the national programme. You’ll help embed engineering best practice, support strategic assurance initiatives and contribute to the development of engineering governance arrangements that enhance performance, safety and value for money.

You’ll also support the development and assurance of Project Engineers (PEs) Contractor's Responsible Engineers (CREs), Construction Engineering Managers (CEMs) and suppliers, helping to ensure engineering competence is maintained and engineering management standards are consistently applied. Through assurance reviews, audits, investigations and lessons learned activities, you’ll help drive continuous improvement and support the successful delivery of Network Rail's lifts and escalators programme.

About The Team

Engineering Services is a function within Route Services. We sit as a central team to provide national skills and activities which enable regions and industry partners to deliver the railway for our customers. As a large central functional team which focus on engineering delivery, we have many roles, ranging from pure engineering to project management. We design and influence every part of the railway, including structures, track, traction power, level crossings, signalling and accessibility schemes which are essential to keep our stations moving.

Your Experience And Skills
Essential Criteria:
  • Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas
  • Technical qualifications to at least HND level or equivalent
  • Membership of a relevant professional institution
  • Experience of major contracting
  • Knowledge of structuring safety cases in support of projects
  • Knowledge of safety management and quality assurance
  • Understanding of the arrangements required for the independent assessment of works
  • Accident investigation experience
Desirable Criteria
  • Chartered status or equivalent in the particular discipline
  • Appreciation of environmental issues in engineering works
  • Knowledge of the engineering management and delivery of Lift & Escalator / M&E / Station projects (including temporary works).
  • Previously acted in the capacity of Designated Project Engineer (DPE).
  • Experience of application of variation to Standards.
  • Demonstrate experience of working on multi-disciplinary station projects.
  • Appreciation of environmental issues in engineering works
  • Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
  • Demonstrable experience of creating opportunities for development for themselves and others/their team,
  • Demonstrable experience of challenging self and others to improve services and approaches.
  • Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.
  • Demonstrable ability to work proactively through complex issues.
  • Working knowledge and understanding of Common Safety Method (CSM)
  • Existing Authority to Work as a CRE or PE in a relevant Discipline.
