Network Rail is seeking a Civils Project Engineer to lead design and construction activities within the Capital Delivery NW&C team, supporting the Midlands Rail Hub Alliance programme. You will guide multidisciplinary teams, ensuring safety, compliance, and quality across a broad civil works portfolio.

You will collaborate with designers, contractors, and PREs/CREs to deliver efficient solutions, manage risks, and maintain program metrics.

About the role

You will be responsible for managing Civils design and construction activities across allocated projects within the Capital Delivery NW&C team, predominantly supporting the Midlands Rail Hub (MRH) Alliance programme. MRH is a major rail infrastructure enhancement programme delivering coordinated upgrades across the Midlands to increase capacity, improve connectivity, and enable faster, more frequent services centred on Birmingham. It is designed to unlock network constraints, and transform regional and national passenger journeys while supporting economic growth and improved access to jobs and opportunities.

As a Civils Project Engineer, you will play a key role in the successful delivery of major rail infrastructure enhancements within one of the UK's most high-profile programmes. Working as part of an integrated, multidisciplinary Alliance, you will provide engineering leadership and assurance across a diverse portfolio of civils and buildings works, ensuring that all designs and construction activities are safe, compliant, and fit for purpose.

You will collaborate closely with designers, contractors, and key stakeholders to develop efficient and innovative solutions, supporting the Alliance's commitments to sustainability, quality, and best practice. The role offers the opportunity to contribute to complex projects from concept through to delivery, enhancing connectivity and capacity across the Midlands rail network.

You will also support the Civils (B&C) Senior Project Engineer (SPE), who acts as the technical assurance lead for civil engineering on behalf of the Alliance, building strong and effective relationships with Network Rail Principle Route Engineers (PREs), Alliance Contractors Responsible Engineers (CREs), and subject matter experts to enable robust engineering governance and delivery.

Salary range

£43,588 - £53,167 Depending on experience.

The successful candidate can be based in Birmingham Baskerville House

As this is a role in a regional team, occasional travel across NW&C may be required. Candidates should be comfortable with frequent travel to client sites, regional offices, or other business locations as needed.

Your experience and skills

What you'll be doing

You’ll ensure all engineering and project activities are delivered safely on time and within budget, while meeting Network Rail standards, legislation and environmental expectations. The role involves managing design and construction from specification through to testing and commissioning, overseeing contractors and consultants, and making sure everyone involved is competent and working to the right standards. You’ll apply effective risk and HAZOP assessments, monitor quality and compliance through reviews and audits, and provide practical project management guidance across site activities. Acting as Designated Project Engineer where required, you’ll also build strong relationships with stakeholders and regulators, while sharing best practice to continuously improve delivery across projects.

What you’ll have:

• Relevant experience in Civil engineering, ideally with involvement in construction and design projects across multi discipline areas
• Technical qualifications to HNC/HND or equivalent GNVQ level in Civil engineering
• Knowledge of quality assurance
• An understanding of the arrangements required for the independent assessment of work
• CDM, risk assessment, engineering management competency

We would also like but it isn't crucial to have/to be:

• Membership of a relevant professional body with chartered status and/or educated to degree level
• Knowledge of structuring safety cases in support of projects
• An appreciation of environmental issues in engineering works
• Experience working within Network Rail Capital Delivery, Alliances, or major rail infrastructure programmes (e.g. GRIP/PACE environments).
• Ability to work within an Alliance environment demonstrating collaborative behaviours to achieve best for project outcomes.
• Demonstrable experience in Civils Engineering works, including structures, buildings, stations, or lineside civils assets.
• Previous experience as a Project Engineer, or supporting a Senior Project Engineer (SPE), within a multidisciplinary rail project environment.
• Working knowledge and practical application of NR engineering standards, including NR/L2/RSE/02009 and relevant civils standards.
• Experience of providing engineering assurance across the full project lifecycle, from feasibility and design through to construction and handover.
• Proven ability to review and challenge designs, manage technical interfaces, and support resolution of complex engineering issues.
• Experience collaborating with Principle Route Engineers (PREs), Contractors Responsible Engineers (CREs), and external design organisations.
• Familiarity with Engineering Management Plans (EMPs), assurance processes, and governance within a rail or infrastructure setting.
• Experience of working in an integrated, collaborative Alliance environment, driving efficiency, innovation, and best practice.
• Awareness of sustainability, carbon reduction, and wider environmental considerations in infrastructure delivery.
