Senior Project Controls Manager (Change Baseline)

Job summary

Mace is recruiting a Senior Project Controls Manager to direct at both programme and project levels on behalf of NHS capital delivery schemes in London. You will embed robust change processes within the PMO and ensure alignment with the digital strategy.

The role requires extensive UK healthcare project experience, strong stakeholder management and a track record of delivering against complex baselines while driving continuous improvement across programme controls.

Qualifications

• Experience of management of change control methodologies and techniques across programmes.
• Strong client and stakeholder management skills.
• Previous experience in change control/project controls within a major construction project or programme is essential.
• Experience of rolling out new processes across matrix organisations.
• A good understanding of the different functions within project controls.
• Ability to build lasting client relationships.
• Digitally savvy.

Responsibilities

• Developing and embedding change processes across the programme.
• Integrating the programme change control processes with the digital strategy.
• Developing the functional requirements for a digital change control solution and supporting its implementation and adoption across the programme.
• Integrating the processes across all areas of the programme baseline and delivery functions, including technical, financial, schedule, scope, commercial and risk.
• Ensuring the programme change control process is embedded at both the programme and project levels.
• Identifying opportunities to improve and streamline change control processes.
• Ensuring consistency of change control across the programme and driving timely approval or rejection of proposals.
• Maintaining accurate change registers and associated records, ensuring a clear and auditable record of proposed, approved and rejected changes.
• Ensuring that the operational issues of the programme controls are managed.
• Working with change owners and relevant functional leads to ensure that change proposals are consistent.
• Managing change control activities and ensuring that lessons are learned, trends are monitored and opportunities for continuous improvement are identified.
• Maintaining oversight of change volumes, status, dependencies, decisions and emerging areas of concern.
• Supporting the programme leadership in making strategic delivery decisions.
• Ensuring the timely submission, validation and reporting of change control data.
• Aligning the process with risk management, supporting identification, management and mitigation of risk and realisation of opportunities.
• Supporting the development and delivery of change control guidance, training and communications for programme teams, Trusts and other relevant stakeholders.
• Working with Trusts to support the development, implementation and continuous improvement of effective local change control management processes.
• Building effective relationships across the programme and providing practical support to ensure that change control processes are understood and consistently applied.

The project:

We are working with a number of NHS Trusts in London and are looking for an experienced Senior Project Controls Manager to direct at both project and programme level on behalf of Trust's capital delivery schemes. Required candidate will need to have experience of working on projects within UK healthcare sector.

You’ll Be Responsible For

Developing And Embedding Processes

• Working within the Programme Management Office (PMO) core team to develop and embed change processes across the programme.
• Integrating the programme change control processes with the digital strategy.
• Developing the functional requirements for a digital change control solution and supporting its implementation and adoption across the programme.
• Integrating the processes across all areas of the programme baseline and delivery functions, including technical, financial, schedule, scope, commercial and risk.
• Ensuring the programme change control process is embedded at both the programme and project levels.
• Identifying opportunities to improve and streamline change control processes.

Maintaining Baseline Integrity

• Ensuring consistency of change control across the programme and driving timely approval or rejection of proposals.
