Job summary

The University of Oxford is seeking a Risk, Compliance and Assurance Programme Manager to lead a major transformation from strategy through implementation. Hybrid working with on-site attendance required on University sites 2-3 days per week.

You will drive end-to-end delivery across enterprise risk, compliance and assurance, coordinating across divisions and senior stakeholders to translate priorities into measurable improvements and auditable outcomes.

Qualifications

• Proven experience leading complex, multi-stream change programmes in large federated environments.
• Exceptional programme delivery with ability to manage interdependencies and accountability.
• Strong change management including stakeholder engagement, readiness and adoption.
• Experience in higher education, public sector or other regulated, complex environments.
• Excellent written and verbal communication with senior leaders and diverse groups.
• Experience establishing and tracking benefits and organisational impact.

Responsibilities

• Lead end-to-end delivery of the Risk, Compliance and Assurance Programme.
• Establish structure, momentum and accountability for strategic priorities.
• Influence across divisions, departments and specialist teams to align priorities.
• Provide senior decision-makers with evidence of delivery confidence, risks and benefits.
• Embed new standards and ways of working across the University.
• Support transition from strategy to implemented, auditable improvements.
