Job Title: Senior Programme Delivery Lead

Location: Remote role with occasional travel for meetings

Contract Type: Permanent

Summary

The Senior Programme Delivery Lead will be responsible for the successful planning, coordination, and delivery of the Social Care Interoperability Programme (SCIP). The role involves leading the development of scalable, user-centred solutions that enable data sharing between Adult Social Care (ASC) providers and the wider health and care system. This includes designing an innovative interoperability solution compatible with NHS digital standards, supporting assured DSCR suppliers, and building long-term capability across stakeholders. The ideal candidate will have significant experience delivering complex digital programmes in health or care settings, strong engagement skills, and a proven track record of translating user needs into successful outcomes.

Roles and Responsibilities

  • Lead end-to-end programme delivery across Discovery, Alpha, Beta, and Live stages aligned with GDS service standards.
  • Develop detailed delivery plans, setting out timelines, dependencies, and key milestones to achieve a robust proof of concept and scalable solution.
  • Understand user journeys across ASC and health to inform solution design using user research, co-design workshops, and service design principles.
  • Design and oversee the development of an interoperable data-sharing solution that aligns with NHS ecosystem tools (e.g., GP Connect, Shared Care Records, Federated Data Platform).
  • Build relationships with and secure participation from assured DSCR suppliers; coordinate pilots and onboard fast followers.
  • Engage with NHSE programmes and the broader ecosystem of SMEs, suppliers, and regional stakeholders.
  • Establish programme governance structures and proactively identify, manage, and mitigate delivery risks.
  • Lead a multidisciplinary delivery team including project managers, analysts, service designers, and technical specialists.
  • Collaborate closely with the DiSC team to share knowledge, best practice, and project insights throughout the programme.
  • Embed a culture of knowledge transfer and capability building to support ongoing decision-making and self-sufficiency.
  • Maintain budget oversight, programme reporting, and alignment with procurement, compliance, and assurance frameworks.

Qualifications and Experience

  • Significant experience leading digital transformation programmes in health and/or social care environments.
  • In-depth understanding of NHS interoperability tools, standards, and data sharing practices.
  • Proven experience in designing and delivering technical solutions with multiple suppliers and stakeholders.
  • Strong stakeholder engagement and influencing skills across senior leadership, public sector organisations, and delivery partners.
  • Experience with GDS-aligned Agile delivery frameworks, including Discovery, Alpha, and Beta phases.
  • Sound knowledge of risk management, governance, and project assurance in public sector settings.
  • Excellent communication and leadership skills to manage cross-functional teams and external partners.
  • Familiarity with DSCR, ASC provider systems, and information governance in health and care is highly desirable.
  • Experience working with or alongside NHSE programmes such as GP Connect, FDP, or Shared Care Records.
  • Comfortable managing delivery across remote and hybrid teams.
