Job summary

WMCA is seeking a Programme Assurance Specialist to provide independent, second-line assurance across its portfolio, assessing business cases against HM Treasury Green Book and the Five Case Model, and delivering risk-based health checks to support value for money decisions.

The role is based at 16 Summer Lane, Birmingham, requiring strong analytical and stakeholder-management skills with upcoming interviews in October 2026.

Qualifications

• Experience leading or developing assurance reviews and driving continuous improvement.
• Excellent written and verbal communication and the ability to present to senior managers.
• Ability to work with risk, performance, internal audit and other specialists to support an integrated approach.

Responsibilities

• Provide independent, objective second-line assurance across WMCA projects and programmes.
• Assess business cases against Green Book guidance and the Five Case Model.
• Deliver risk-based project and programme health checks and provide evidence-based recommendations.
• Produce assurance reports and maintain management information; escalate issues as needed.
• Support development and continuous improvement of assurance tools, standards and methodologies.
• Advise on business case development, programme delivery and assurance requirements.
• Build relationships with internal stakeholders and external partners while maintaining independence.
