Job summary

Randstad CPE is recruiting a Precon/Bid Manager to join a national contractor near Oxford. The role leads bid strategy, manages bid programmes, and coordinates with designers, estimators and planners to secure framework opportunities across education, health, care, prison and defence sectors.

Responsibilities

• Develop strategy and decide if compliant tender is feasible; if desirable, produce non-compliant tender or alternative proposal in parallel.
• Produce & monitor Bid Programme, Response Tracker and Budget; communicate requirements to bid team; ensure timely submission; provide technical/operational input to the proposed solution.
• Identify all project risks and mitigate as appropriate.
• Write, contribute to or review technical and SHESQ responses.
• Ensure the submission complies with tender requirements.
• Agree estimating strategy with the Estimator/Estimating Manager.
• Lead procurement of designers, subcontractors and suppliers; chair meetings with prospective partners on critical packages.
• Agree Project Programme Strategy with Planning Manager.
• Provide technical support to the Project Planner.
• Review the Project Programme.
• Ensure tender response review gateways are achieved.
• Implement mitigation for programme slips to hit milestones.
• Issue, manage and respond to Technical Queries to/from Client and suppliers.
• Contribute to and manage the production of all documents, programmes, drawings, plans, proposed methods and risk assessments for the alternative submission.
• You will manage the bid process from PQQ and initial enquiries through the bid, 2nd stage and contract awards, collaborating with external and internal stakeholders to achieve the best bid each time.
