Job summary

Osborne Richardson is recruiting a Senior Planning Enforcement Officer for a Local Authority in the West Midlands. The 3-month contract involves investigating breaches of planning control as part of the Development Management team, with hybrid working (1 day on site weekly).

You will conduct site inspections, prepare enforcement notices, and handle legal documents, while complying with RIPA/PACE and providing court evidence when required.

Qualifications

• Experience in Local Authority planning teams.
• Knowledge of planning appeals, hearings and inquiries.
• Understanding of planning law and regulatory procedures.

Responsibilities

• Undertake site inspections to identify planning breaches, make detailed notes, take photographs, erect site notices and seek resolution of the identified breach.
• Work within the requirements of The Regulation of Investigatory Powers Act 2000 (RIPA) and The Police and Criminal Evidence Act 1984 (PACE)
• Prepare draft Enforcement Notices for the Team Leader to review and to sign, and serve Notices when directed.
• Serve any summons or legal documents as required, execute warrants and complete all records related to these.
• Prepare statements of evidence and instructions to legal services for prosecution and give evidence in court when required.

Job description

Our client is a Local Authority in the West Midlands which is seeking to appoint a Senior Planning Enforcement Officer for an initial 3 month contract, though there is potential for an extension beyond this.

You will work as part of the wider Development Management team to investigate breached of planning control. Below is a short summary of some of the key duties in the role:

• Undertake site inspections to identify planning breaches, make detailed notes, take photographs, erect site notices and seek resolution of the identified breach
• Work within the requirements of The Regulation of Investigatory Powers Act 2000 (RIPA) and The Police and Criminal Evidence Act 1984 (PACE)
• Prepare draft Enforcement Notices for the Team Leader to review and to sign, and where necessary, serve Notices when directed.
• Serve any summons or legal document as required, execute warrants and complete all necessary records related to these
• Prepare statements of evidence and instructions to legal services, for the prosecution of the failure to comply with the requirements of any notice where expedient to do so. Give evidence in court as and when required

We are looking for a well-established Officer with a proven track record working in Local Authority planning teams.

It is absolutely essential that you are fully up to date with current UK planning issues and government guidance. Good communication skills are critical and ideally you will hold a relevant planning qualification. We need someone who has experience of planning appeals work and being involved with hearings and inquiries.

The rate will be £45/hr Umbrella, this role is inside IR35. This is a hybrid role, you will need to be on site 1 day a week.
