About the team you’ll join

This role is within Ofcom’s People, Culture, and Workplace (PC&W) team. We support the organization strategically, ensuring the right capabilities and ways of working to meet objectives, leading transformation and cultural change.

The PC&W team supports colleagues from recruitment to departure, including learning and development, diversity and inclusion, career progression, well-being, and pay and benefits information.

The purpose and scope of the role

This role will serve as the People Partner for 1 or 2 groups within Ofcom, ensuring effective operation and alignment with organizational strategy, supporting Group Directors in leadership.

Your key responsibilities
  1. Partner with Group Directors, providing collaboration between the organization and PC&W to deliver effective people strategies, tools, and frameworks.
  2. Align people priorities with organizational strategy through partnership with Directors.
  3. Lead organization design to support business plans and promote flexibility and career mobility.
  4. Create and deliver People Plans, identifying themes and barriers, sharing insights with centers of excellence (CoEs).
  5. Understand the strategy and priorities of your organizational units, identifying implications and opportunities for improvement.
  6. Coach Group Directors and management teams on leadership style and impact.
  7. Manage stakeholder expectations, prioritize work, and meet People Plan demands.
  8. Identify barriers to effective operation and advise on strategies to address them.
  9. Collaborate with PC&W CoEs to develop and improve people strategies, providing insights and building relationships.
  10. Ensure effective execution of key people processes like workforce planning, talent management, pay reviews, succession planning, performance management, and engagement.
  11. Oversee risks and mitigations at SMT level.
  12. Lead or support complex organizational design and change projects.
Skills, knowledge, and experience needed
  • Experience partnering at a senior executive level on people initiatives across the employee lifecycle.
  • Proven ability to create, shape, and execute People Plans.
  • Strong commercial and business acumen, with data-driven decision influence.
  • Excellent interpersonal and stakeholder management skills at all levels, including coaching Directors.
  • Experience working with CoEs and managing contractual ways of working.
  • Proactive problem-solving and change management experience.
  • Ability to influence senior stakeholders, provide feedback, and challenge leadership styles.
  • Confidence in horizon scanning and analyzing broader impacts of decisions.
  • Highly developed communication and influencing skills, adaptable to different styles.
