Job Description

• Conduct feasibility studies and write procurement reports
• Apply Value Management techniques at the outset of a project and involve Turner & Townsend’s specialist Value Management team where appropriate
• Manage estimating and cost planning activities, including ownership and presentation of the final cost plan
• Manage the procurement process, ensuring effective execution of all stages including pre-qualification, enquiry, analysis, selection, and contract preparation
• Manage the tender process for MEP packages, including tender documentation, clarifications, interviews, and recommendations
• Ensure effective management of post-contract cost variances and change control processes
• Manage cost checking and valuation work effectively
• Produce and present monthly post-contract cost reports to clients
• Perform value engineering and life cycle costing
• Negotiate and agree final accounts; validate monthly payment claims and prepare payment recommendations for MEP works/packages
• Lead interfacing with clients and other consultants at all project stages
• Lead a cost management team where appropriate, ensuring delivery on all responsibilities

Qualifications

• Bachelor's degree in Quantity Surveying, Cost Management/Engineering, or equivalent
• Minimum 10-15 years' experience in related fields
• Preference for candidates from Batam
• Strong technical knowledge across all Cost Management duties including estimates, Bills of Quantities, Value Engineering, Tendering, Contract Knowledge, Change Orders, and Final Accounts
• Experience in commercial, corporate, and high-tech sectors preferred
• Experience in consultancy, with knowledge of mechanical, electrical, and plumbing (MEP) work preferred
• Team player with excellent leadership and problem-solving skills
• Excellent communication skills with the ability to negotiate, influence, and persuade
