Job Description

• Conduct feasibility studies and write procurement reports
• Apply Value Management techniques at the outset of a project and involve Turner & Townsend’s specialist Value Management team when appropriate
• Manage estimating and cost planning activities, including taking ownership of and presenting the final cost plan
• Manage the procurement process, ensuring effective performance at all stages including pre-qualification, enquiry, analysis, selection, and contract preparation
• Manage the tender process for MEP packages, including tender documentation, clarifications, interviews, and tender recommendations if required
• Ensure effective management of post-contract cost variances and change control processes
• Oversee cost checking and valuation work
• Produce and present monthly post-contract cost reports to clients
• Engage in value engineering and lifecycle costing
• Negotiate and agree final accounts, validate monthly payment claims, and prepare payment recommendations for MEP-related works/packages
• Lead interface with clients and other consultants at all project stages
• Lead a cost management team when appropriate, ensuring delivery of all responsibilities

Qualifications

• Bachelor’s degree in Quantity Surveying, Cost Management/Engineering, or equivalent
• Minimum of 10-15 years' experience in related fields
• Preference for candidates from Batam
• Excellent technical knowledge across all Cost Management duties, including estimates, Bills of Quantities, Value Engineering, tendering, evaluation, contracts, change orders, and final accounts
• Experience in commercial, corporate, and high-tech sectors preferred
• Background in consultancy, with knowledge of mechanical, electrical, and plumbing (MEP) work is advantageous
• Strong leadership and problem-solving skills
• Excellent communication skills, with ability to negotiate, influence, and persuade
