Job Description

We are seeking a qualified professional to join our team with the following responsibilities:

1. Conduct feasibility studies and write procurement reports.
2. Apply Value Management techniques at the outset of projects, involving Turner & Townsend’s specialist team when appropriate.
3. Manage estimating and cost planning activities, including ownership and presentation of the final cost plan.
4. Oversee the procurement process, ensuring effective execution of all stages from pre-qualification to contract preparation.
5. Manage the tender process for MEP packages, including tender documentation, clarifications, interviews, and recommendations.
6. Ensure effective management of post-contract cost variances and change control processes.
7. Manage cost checking and valuation work efficiently.
8. Produce and present monthly post-contract cost reports to clients.
9. Engage in value engineering and life cycle costing.
10. Negotiate and agree on final accounts, validate monthly payment claims, and prepare payment recommendations for MEP works/packages.
11. Lead client and consultant interfacing at all project stages.
12. Lead a cost management team when appropriate, ensuring delivery of all responsibilities.

Qualifications

• Bachelor's degree in Quantity Surveying, Cost Management/Engineering, or equivalent.
• Minimum of 10-15 years' experience in related fields.
• Preference for candidates from Batam.
• Strong technical knowledge across cost management duties, including estimates, Bills of Quantities, Value Engineering, tendering, contract knowledge, change orders, and final account close-out.
• Experience in commercial, corporate, and high-tech environments preferred.
• Background in consultancy, with knowledge of mechanical, electrical, and plumbing (MEP) work preferred.
• Team player with leadership and problem-solving skills.
• Excellent communication, negotiation, influence, and persuasion skills.
