Job description

Senior Housing and Welfare Officers - Ref: RT00225
G10: £43,693 - £48,710 per annum.

We have two permanent Senior Housing and Welfare Officer positions available within the Housing & Welfare Service:
  1. 1 x Senior Housing & Welfare Officer / Housing and Homelessness including youth homelessness
  2. 1 x Senior Housing & Welfare Officer / Temporary Accommodation

Main Purpose:
As a Senior Housing and Welfare Officer, you will motivate staff, support residents, monitor service performance, and drive continuous improvement.

Senior Housing & Welfare Officer / Housing and Homelessness:
  • You will require extensive knowledge in Parts 6 and 7 of the Housing Act 1996 to provide complex technical advice to staff and ensure residents facing homelessness receive the help they need.
  • The position will also require extensive knowledge and experience in youth homelessness, including challenges faced by young people and available options.
  • Handle complex casework, including preparing detailed reports, conducting housing reviews, and participating in multi-agency meetings.
  • Experience in team management.

Senior Housing & Welfare Officer / Temporary Accommodation:
  • Work in partnership with all agencies to support the rehousing of all Temporary Accommodation tenants including local government, registered providers, and private landlords.
  • Experience in team management.
  • Ensure services are provided in line with legislation and local policy.
  • Develop relevant policies and procedures that support consistently high levels of performance.
  • Experience in managing Temporary Accommodation units, ensuring health and safety compliance for buildings and occupants.
  • Skills in housing management, income maximization, and money management are highly valuable.

Key Responsibilities:
  • Empower Staff: Provide expert guidance and support to staff, helping them assist residents effectively and efficiently.
  • Monitor and enhance current services: Use data and flow analysis to understand customer demand, identify system inefficiencies, and implement targeted improvements.
  • Identify training needs and support staff development.
  • Handle complex casework, including preparing detailed reports, conducting reviews, and participating in multi-agency meetings.

  • Experienced: You have a deep understanding of relevant legislation, regulations, and best practices, particularly Parts 6 and 7 of the Housing Act 1996.

The post requires hybrid working.

Core hours are as follows:

• Monday to Thursday 8.45am to 5.15pm

• Friday 8.45am to 4.45pm

• Work outside core hours will be inevitable from time to time.

For this role, the successful candidate must undergo a Baseline Personnel Security Standard (BPSS) check. BPSS is the minimum standard to ensure the identity and integrity of an employee who has access to official information using secure networks linking central governments and local authorities. A BPSS check involves four main elements; Identity Check, National and Immigration Status, Employment History (last 3 years), and Verification of Criminal Record (unspent convictions only).

Completion of an enhanced Disclosure & Barring Service (DBS) check is required.

Shortlisting for the Senior Housing and Welfare post will take place in May 2025.
