Job summary

West Northamptonshire Council is seeking a Senior Procurement Officer to lead procurement for housing asset investment, refurbishment, and maintenance contracts. The role focuses on transitioning interim arrangements to permanent contracts while ensuring best value.

The ideal candidate will have strong public sector procurement experience or housing associations exposure, and knowledge of PA23, JCT, NEC or TPC contracts. Immediate availability is preferred.

Qualifications

• Degree qualification and/or MCIPS membership essential.
• Strong negotiation, stakeholder management and commercial decision‑making skills.
• Experience with public sector procurement or housing contracts is desirable.

Responsibilities

• Lead end‑to‑end procurement for housing asset investment, refurbishment and maintenance contracts.
• Develop and implement procurement strategies with the housing asset investment team.
• Manage multiple procurement projects ensuring compliance with legislation and council policies.
• Prepare tender documents, manage evaluations and identify commercial risks.
• Collaborate with senior property leads and contract managers to deliver value for money.
