Job summary

Civic Recruitment Limited is seeking a seasoned Senior Procurement Officer to join a Local Authority on a 3-month contract in Northampton. The role focuses on housing asset investment, planned maintenance, refurbishment, and public sector procurement, delivering strategies and end-to-end processes with PA23 compliance.

You will collaborate with Housing Asset Management and Property Services, develop tender documents, manage projects over £100,000, and guide senior managers through procurement

Qualifications

• Experience in housing asset investment and public sector procurement.
• Knowledge of PA23, Public Procurement Regulations, and Contract Procedure Rules.
• Experience managing asset investment, refurbishment and housing contracts.
• Ability to lead complex procurement projects and stakeholder engagement.

Responsibilities

• Oversee the procurement process for housing asset investment initiatives.
• Formulate procurement strategies for planned maintenance and refurbishment.
• Develop tender documents, evaluation methods, and procurement plans.
• Lead supplier engagement, market testing, and governance reporting.
• Provide strategic procurement guidance to senior managers and directors.
