Job summary

Basingstoke & Deane Borough Council in Basingstoke is seeking a Senior Estates Surveyor to join the Investment Portfolio Team. You will lead hands-on estate management across land, property and community assets to support the Council’s Annual Property Plan.

The role requires RICS qualification with experience in a Local Authority or commercial setting, knowledge of community and some commercial leases, and a valid driving licence. On-site duties apply in a dynamic council environment.

Responsibilities

• Carry out day-to-day duties arising from land, property, commercial and community assets including lease renewals and rent reviews.
• Negotiate lettings, wayleaves, and landlord/tenant compliance matters; process landlord’s consent, surrenders and dilapidations.
• Manage land including sales, due diligence, disputes resolution and cross-service collaboration.
• Oversee service charges, budgeting, letting agents, debt monitoring and income management.
• Lead on the management of a Mobile Home Park and contribute to project groups.

Basingstoke and Deane Borough Council owns an established property investment and operational portfolio principally comprising industrial, office and retail assets, land, with some other miscellaneous assets. As at 31/03/2026 the Investment Property portfolio was valued at £289.2M with an Operational Property portfolio valued at £80.2M.

We are looking to recruit a Senior Estates Surveyor within the Investment Portfolio Team, to join a team of property professionals responsible for managing part of the Council’s land, property and community asset portfolio. The role comprises hands‑on estate management with a focus on the Operational portfolio and will play a key role in delivering the priorities of the council’s Annual Property Plan and Strategic Asset Management Plan.

The Main Duties Will Include

Carrying out day to day duties arising from the land, property, commercial and community assets; including lease renewals, rent reviews, negotiating new lettings, wayleaves and generally dealing with landlord and tenant and compliance matters including processing applications for landlord’s consent, surrenders and dilapidations.

Management of land including sales and due diligence, resolving disputes and working across a range of council services. Estate management duties will include managing service charges and budgeting, overseeing Letting Agents, debt monitoring and income management.

Leading on the management of a Mobile Home Park.

Inputting into Project Groups where these involve the role’s managed portfolio/ and or input on behalf of the Property Team

All in accordance with the organisation’s constitution and the RICS guidelines. Developing good relationships with tenants, external commercial agents, internal departments, councillors and colleagues within Property is key.

We are looking for candidates who are RICS qualified with experience managing operational assets in a Local Authority property environment and/or Commercial environment. You will also have a good working knowledge and understanding of community and some commercial leases. Candidates must possess a full driving licence and access to their own transport to fulfil the duties of the role.
