Job summary

Leicestershire County Council is seeking a Senior Engineer to join the Structures Team to lead design, analysis, maintenance and strengthening of highway structures. You will provide strategic and technical guidance to Members and stakeholders, delivering robust, value-for-money solutions.

The role requires driving governance, budget management for Capital/Revenue works, and oversight of major programmes, with opportunities for training and flexible working arrangements.

Qualifications

  • Degree in Civil Engineering or equivalent plus demonstrable experience.
  • Health and Safety qualification e.g., NEBOSH or IOSH.
  • Strong analytical and creative thinking; able to work to tight timescales and targets.
  • Experience in developing and managing major structural engineering and maintenance projects.
  • Experience producing Technical Approvals, contracts, and reporting to project boards.

Responsibilities

  • Lead design, analysis, assessment, maintenance and strengthening of highway structures.
  • Manage Capital and Revenue Structural Maintenance budgets and reporting.
  • Provide strategic and technical advice to Members, partners and stakeholders.
  • Develop and manage significant structural engineering projects and works programmes.

Salary: £45,09 - £49,407 plus Market Premia being 10% top of grade

Working Hours:Full Time, 37 hours per week

Contract Type: Permanent

About the Role

An exciting opportunity has arisen for a Senior Engineer to join our Structures Team at Leicestershire County Council, one of the best performing councils in the country. You will be responsible for strategic and technical advice to Members, partners, customers, and stakeholders. Take a lead role in the design, analysis, assessment, maintenance and strengthening of highway structures to ensure that they meet current standards and maintain structural integrity. Manage, monitor and report on Capital and Revenue Structural Maintenance budgets for all asset management activities.

The nature of the work may involve you carrying out work outside of normal working hours and as you may need to work at different locations than your designated base, you will need a full UK driving licence and access to a vehicle.

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • A degree in a Civil Engineering subject or equivalent qualification plus demonstrable experience. A Health and Safety qualification e.g., NEBOSH, IOSH or equivalent.
  • Representing an organisation at a senior level and working at a senior level in a structural engineering setting. Experience of supervising and managing members of a team, both in technical aspects and performance management. Strong analytical and creative thinking skills and ability to work to tight timescales and to agreed targets.
  • Developing and project managing significant structural engineering and maintenance projects and works programmes including Technical Approvals, associated legal agreements and statutory processes including preparing project management documents and reporting to project boards.
  • Writing briefs to commission works based on outcome specifications, and preparing contract documents, assessing, and awarding contracts.
  • Preparation of all documentation required to achieve Technical Approval for Highway Structures, including the Approval in Principle and Design & Check Certificates.
  • Proficient working knowledge of Eurocodes, DMRB and Local Authority design guides and other relevant technical guidance including current legislation, policies, and procedures. Experience working with NEC contracts.
  • Excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
