Job summary

Network Rail is seeking a Senior Engineer [Asbestos] in Scotland to lead asbestos management across regional assets. You will provide expert advice, guide risk assessments and support stakeholders to maintain a safe, compliant railway environment.

You will coordinate ORAMP activities, deliver awareness workshops, and ensure robust assurance of maintenance and capital delivery. A relevant degree and Chartered status are desirable, with strong communication across teams.

• Maintain regional asbestos KPIs and reporting.
• Liaise with Maintenance Delivery Units to improve processes.
• Participate in national asbestos management working groups.

About the role

The Engineering & Asset Management function of Scotland's Railway plays a vital role in maintaining a safe, reliable, and high-performing railway for the people and communities we serve. Through effective asset stewardship, technical excellence, and collaborative working, we help ensure that Scotland's railway infrastructure continues to operate safely, sustainably, and efficiently.

We are seeking a motivated and proactive Senior Engineer [Asbestos] to join our Assurance team within the Engineering & Asset Management function. This is an exciting opportunity to influence strategic asset management, provide specialist technical leadership, and play a key role in protecting the safety of our workforce, passengers, and the public.

As the Senior Engineer [Asbestos], you act as the single point of contact for asbestos management across Scotland's operational assets. Acting on behalf of the Director of Engineering & Asset Management (DEAM) (the asbestos Dutyholder for Scotland's operational assets), you will be responsible for co-ordinating asbestos management activities, ensuring compliance with legislative requirements and industry best practice.

You will provide expert technical advice, guidance, and assurance on asbestos-related matters, supporting informed decision-making and effective risk management across the organisation. Working closely with asset managers in the Engineering & Asset Management function, you will collaborate with colleagues and stakeholders across Scotland's Railway to drive continuous improvement, promote asbestos awareness, and strengthen the region's approach to safe and effective asset management.

Salary: The salary for this position starts at £55,596 and rises to £67,183.

Key Accountabilities

• Provide expert advice input and support associated with the provision of services for our customers and suppliers.
• Provide expert advice, support and input to technical accident and incident investigations.
• Support the setting of policy and standards, operational processes and systems.Manage the design and delivery of programmes for the development of technical capability required within Network Rail, including the competence framework and effective training materials.
• Provide the technical input to the development of the standards, specifications, means of compliance and Key Performance Indicators (KPIs) for Asset Management, including system risks. Support analysis and risk assessment, including assessment of applications for derogations and non-compliance.
• Discharge Network Rail's CDM (Construction (Design and Management)) related duties as required by company process.
• Support the development of strategy, technology and assets across functions and with industry partners. Liaise with product manufacturers, including external stakeholder e.g. Train Operating Company (TOC), and provide input into the acceptance processes.
• Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.
• Identify opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required.
• Act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality.
• Represent Network Rail externally to the industry and input to European issues as required.

What you will bring to the role: -

• Degree or equivalent in a relevant discipline or able to demonstrate an equivalent level of experience (Level 6)
• Membership of a relevant technical body
• Broad technical engineering experience
• Project or financial planning and management experience
