Job summary

Turner & Townsend is seeking a Senior Project Controls Manager to lead multi-disciplinary teams on high-risk defence projects in the UK. You will define scopes, establish baselines, manage change and coordinate with finance, risk and commercial partners.

Applicants should have a strong track record in regulated sectors, experience across the project lifecycle, and expertise in two or more Project Controls disciplines. UK MoD SC clearance is required.

Qualifications

• Proven track record delivering projects in highly regulated sectors such as defence or infrastructure.
• Experience across the full Project lifecycle.
• Experience applying two or more Project Controls disciplines (Planning & Scheduling, Cost Estimation, Cost Control, Risk Management or Performance Reporting).
• Experience establishing Project Controls organisations and building teams.
• Advanced understanding of Integrated Project Controls across operating models.
• Ability to make risk-based decisions in uncertain environments.
• Strong communication and leadership skills with ability to motivate diverse teams.
• Graduate degree or equivalent qualifications with professional body membership is advantageous.

Responsibilities

• Set up and lead cross-discipline Project Controls teams on high-risk, complex, high-value projects.
• Define scope with exclusions, assumptions, interfaces and dependencies aligned to WBS.
• Maintain Performance Measurement Baseline and manage change control.
• Collaborate with Commercial to define contract requirements and analyse supplier performance data.
• Ensure integration of scope, cost, risk and schedule; provide delivery insights.
• Lead on risk analysis, quantitative risk assessment and decision support.
• Support resource deployment to align with resource-loaded schedules.
• Establish governance to enable auditable decision making.
• Mentor and coach team members; drive continuous capability improvements.
• Support regional growth through proposals, planning and recruitment.
