Job summary

Turner & Townsend is seeking a Project Controls Manager to lead cross-discipline controls on high value defence and infrastructure programmes. You will define scope, establish baselines, manage change, and work with Finance to produce EAC/CAC profiles while maintaining strict governance and risk controls.

Based on a UK MoD defence portfolio, the role requires UK national status and active security clearance.

Qualifications

• Experience delivering projects in highly regulated sectors such as defence or infrastructure.
• Experience across the whole Project lifecycle.
• Experience in two or more Project Controls disciplines and their software/tools.
• Strong understanding of how Integrated Project Controls disciplines operate.
• Proactive, curious and ‘can-do’ attitude in uncertain environments.
• Strong communicator and leader; able to influence, coach and develop teams.
• Membership in a relevant professional body (APM/PMI).
• Ability to make risk-based decisions where parameters are unclear.
• Adapt leadership style to audience and uncertainty.
• Competent in using required project controls software.
• Desire to work across sectors with diverse clients.

Responsibilities

• Lead cross-discipline Project Controls teams on high risk, high complexity, high value projects.
• Define scope with exclusions, assumptions, interfaces and dependencies; establish a Work Breakdown Structure.
• Establish a robust Performance Measurement Baseline and manage change control.
• Collaborate with suppliers to integrate and analyse performance data per contractual requirements.
• Ensure scope, cost, risk and schedule integration and alignment.
• Analyse performance data, including Earned Value Management, to inform decisions.
• Liaise with Finance to generate Cost and Cash EAC/Estimate At Complete profiles.
• Ensure effective risk management via Quantitative Risk Analysis.
• Support Project Managers in resource deployment aligned with schedules.
• Establish governance processes for auditable decision making.
• Assure quality, accuracy and integrity of outputs.
• Build relationships to support delivery recovery planning.
• Communicate performance to stakeholders and drive improvements.
• Promote learning from experience and coach team members.
