Job summary

Lancashire County Council is seeking a Principal Officer, Concessionary and Smart Ticketing to lead strategic development of concessionary travel and smart ticketing across Lancashire. You will collaborate with bus operators, authorities and partners to shape inclusive travel and modern ticketing solutions.

The role combines strategic leadership with financial oversight and project delivery to improve transport access for local communities.

Qualifications

• Degree or professional qualification or equivalent experience in transport planning, business management, information systems or related field.
• Knowledge of ENCTS (English National Concessionary Travel Scheme).
• Understanding of smart ticketing technologies and fare collection systems.
• Strong analytical, problem-solving and financial management skills.

Responsibilities

• Lead development and implementation of smart ticketing strategies and fare initiatives.
• Manage concessionary travel schemes, ensuring statutory compliance and standards.
• Oversee relationships with operators, suppliers, technology providers and regional partners.
• Support Bus Service Improvement Plan (BSIP) and Enhanced Partnership objectives.
• Manage budgets, contracts and financial performance; seek service improvements.
• Analyse complex operational and financial data to support strategic decisions.
• Represent the Council at regional and national transport forums.
