Job summary

Lancashire County Council is seeking a Strategic Lead to drive commercial improvement and assurance across highways-related programmes. You will translate strategy into practical improvements, strengthen governance, and deliver value for money while engaging senior stakeholders and partners.

You'll lead complex work using data, benchmarking and insight to scrutinise costs, forecasts and delivery models, providing evidence-based recommendations and ensuring cost predictability across services.

Qualifications

• Degree-level qualification or equivalent experience in commercial management, finance, engineering or programme/project management.
• Significant experience leading commercial improvement, assurance or complex programmes.
• Strong knowledge of commercial governance, financial control, risk, value for money and programme assurance.
• Analytical skills to interrogate costs, forecasts, performance, risk and benchmarking data.
• Experience improving services, processes and delivery models with change management and benefits realisation.
• Strong communication and negotiation skills with the ability to challenge senior leaders.
• Professional qualification or experience in project, programme, procurement or change management, with membership of a relevant body, or willingness to work towards this.

Responsibilities

• Lead complex commercial improvement, assurance and gateway controls across services, programmes and projects.
• Scrutinise business cases, costs, forecasts, risks and procurement approaches to drive evidence-based decisions.
• Collaborate across finance, engineering, procurement, legal and operations while engaging senior stakeholders.
• Build commercial capability across the organisation and translate improvement opportunities into measurable results.
