About the role
You will be investigating breaches of planning control. Working with applicants and developers to resolve breaches whilst keeping residents and Members up to date with investigations. You will work in a team, made up of a team leader, two compliance officers, as well as three tree officers.
The main purpose of the role:
To investigate and resolve alleged breaches of planning control, many of which will be of a complex nature. To ensure that development is carried out in accordance with approved plans and that conditions imposed on planning permissions are complied with. To take a lead role and participate in proactive enforcement projects and public liaison opportunities throughout the Borough.
Specific duties and responsibilities
- Liaising with the Team Leader / Development Manager on complex and high-profile investigations.
- Assisting in the allocation of investigation requests.
- Providing support to other compliance officers in the team.
- Researching the history of the subject site and assessing plans and documentation for evidence of breaches.
- Visiting sites and surveying developments to record evidence and interviewing members of the public, owners, and occupiers as necessary.
- Negotiating compliance with planning controls as appropriate.
- Liaising with Legal Services and other relevant departments.
- Preparing reports to recommend courses of action.
- Issuing instructions, serving notices, preparing statements, and collating evidence.
- Preparing and presenting evidence for appeals, hearings, and inquiries.
- Responding to enquiries from Members, officers, the public, and interested parties.
- Working on proactive enforcement projects and public liaison initiatives.
- Assisting in officer and Member training.
- Providing enforcement support across Planning Services as needed.
- Assisting in regular committee reports on team performance.
Qualifications and Education
- A degree in Planning or a related professional qualification in Planning Enforcement.
- Membership of the Royal Town Planning Institute and its Enforcement Network.
Experience
- Significant experience in planning enforcement.
- Experience in writing reports, notices, appeal statements, and representing at hearings.
- Experience interviewing and taking statements from the public.
- Experience conducting on-site investigations, collecting information, and monitoring developments.
- Experience with computerised systems.
