Carrington West is recruiting an experienced Commercial Manager to support a council-based organisation in procuring, onboarding and managing new construction contracts across rail and highways projects.

The role requires client-side or consultancy experience, NEC contract knowledge, and strong governance. The successful candidate will collaborate with multiple teams to ensure robust commercial arrangements and successful contract delivery.

Formación

• Proven experience as Commercial Manager or senior commercial role in client-side, consultancy or public sector.
• Experience procuring, awarding and onboarding new construction contracts.
• Experience on rail, highways or wider infrastructure projects.
• Strong NEC contract knowledge and related commercial procedures.
• Experience in public sector procurement, tendering and contract awards.

Responsabilidades

• Lead and support procurement and onboarding of new construction contracts across rail and highways infra.
• Manage the commercial process from strategy and tender through to evaluation, negotiation, award and mobilisation.
• Provide commercial advice to project teams, procurement colleagues and senior stakeholders.
• Support tender documentation, pricing schedules, contractual requirements and strategies.
• Manage and review NEC contracts with proper commercial controls and governance.
• Oversee tender evaluations, commercial assessments and contractor negotiations for value for money.
• Ensure procurement activities comply with public sector procurement legislation and governance.
• Collaborate with engineering, project management, legal, procurement and finance teams.
• Support contract mobilisation and onboarding with appropriate documentation and reporting.
• Identify, assess and mitigate commercial and procurement risks throughout lifecycle.
• Provide commercial reporting and recommendations to senior management and stakeholders.
• Support development and continuous improvement of commercial procedures.
