Carrington West is seeking an experienced Senior Business Rates and Grants Officer to support a busy local authority Revenues service in Bedford. You will take responsibility for complex Business Rates cases, relief reviews and billing while guiding the team.

You will lead on relief reviews, VOA amendments and financial reconciliations, ensuring compliance and maximising income. Strong knowledge of Business Rates, BID levies and Council Tax processes is essential.

Qualifications

• Significant experience in Business Rates administration, billing and recovery within a local authority.
• Comprehensive knowledge of Business Rates and BID levy legislation, regulations and relevant case law.
• Working knowledge of Council Tax legislation and associated revenues processes.
• Experience reviewing Business Rates reliefs, exemptions and VOA Rating List amendments.
• Experience handling complex Business Rates cases, financial reconciliations and recovery matters.
• Experience using NEC Revenues systems.
• Previous experience providing technical guidance, supervising staff or supporting team performance.
• Strong financial analysis skills, including interpreting complex billing and collection information.
• NVQ Level 4 qualification or equivalent, or part-qualified in a recognised professional qualification.

Responsabilités

• Manage complex Business Rates and BID levy cases, ensuring accurate billing, collection and recovery.
• Lead reviews of Business Rates reliefs, discounts and exemptions to maximise income and ensure legislative compliance.
• Process VOA Rating List amendments and undertake reconciliations.
• Monitor Rating List appeals, assess their financial impact and support forecasting.
• Provide technical advice on Business Rates legislation, regulations and case law.
• Support recovery and enforcement activity, identifying opportunities to improve collection rates and reduce income loss.
• Assist with annual billing, year-end processes and financial reconciliations.
• Investigate and resolve complex enquiries, disputes and complaints.
• Supervise and allocate workloads, monitor performance and deputise for the Revenues Team Leader when required.
• Maintain accurate records and undertake financial administration using the NEC Revenues system.
