Job summary

Hull City Council is seeking an exceptional leader to drive SEND Reform and Inclusion across education, health, social care and partners in Hull. You will provide strategic leadership for the Experts at Hand offer, oversee SEND Reform investment, and deliver a sustainable, inclusive local SEND system.

You will lead collaboration with schools, academies and wider partners to implement national reforms, monitor progress, and ensure tangible benefits for children and young people with SEND.

Qualifications

• Significant experience of SEND leadership within education.
• Strong understanding of national SEND policy, reform and inclusion.
• Experience of leading complex programmes, partnerships or improvement initiatives.
• Strong analytical skills to drive improvement using performance data.
• Experience of budget management and value for money.
• Knowledge of QA, self-evaluation and inspection frameworks.
• Understanding of commissioning within Children’s Services.
• Excellent communication and relationship-building skills.
• Commitment to co-production and voices of families shaping decisions.
• Ability to translate strategy into practical action.

Responsibilities

• Lead on the three-year SEND Reform delivery plan.
• Coordinate SEND Inclusion Audits and quality assurance activities.
• Monitor SEND Reform grant and ensure value for money.
• Deploy Experts at Hand resource in a fair, transparent and needs-led way.
• Engage parents, carers and young people in shaping services.
• Provide quarterly reports to stakeholders and maintain SEF.
• Support headteachers and governors to improve SEND provision.
