Job summary

Hull City Council seeks an inspirational leader to drive SEND Reform and Inclusion across education, health and social care. You will lead the Experts at Hand offer and oversee a multi-million SEND Reform grant to deliver a sustainable local SEND system.

You will work with Headteachers, SENCOs and partners to monitor outcomes, promote coproduction, and ensure a culture of inclusion, early intervention and accountability across Hull.

Qualifications

• Significant experience of SEND leadership within education.
• Strong understanding of national SEND policy, reform and inclusion.
• Experience of leading complex programmes, partnerships or improvement initiatives.
• Strong analytical skills, with the ability to use performance information, feedback and evidence to drive improvement.
• Experience of budget management and demonstrating value for money.
• Knowledge of quality assurance, self-evaluation and inspection frameworks.
• A strong understanding of commissioning within Children's Services.

Responsibilities

• Lead on implementation of a three-year SEND Reform delivery plan across the partnership.
• Coordinate SEND Inclusion Audits and other quality assurance activities to monitor provision.
• Monitor impact of SEND Reform actions and ensure progress against priorities.
• Manage the SEND Reform grant budget to ensure value for money.
• Deploy Experts at Hand resources in a fair, needs-led way.
• Promote coproduction so children, young people and families stay central to design and delivery.
• Lead on Local Area SEND SEF development and inspection readiness.
