Job summary

Great British Energy - Nuclear is seeking a Secure By Design Manager to lead the development and delivery of physical security, secure-by-design, and security policy across a critical national infrastructure environment.

You will provide authoritative advice to ensure assets, sites and programmes meet protective security requirements, regulatory obligations, and organisational risk appetite, through policy leadership, design assurance and governance across lifecycle stages.

Qualifications

• Strong experience in physical security, risk management, or design within government, public sector, regulated, defence, utilities, transport, or critical infrastructure environments.
• Experience developing policies, standards, assurance frameworks, and governance controls and translating policy into operational requirements.
• Experience of physical security by design and influencing projects, infrastructure programmes, or estate developments from concept to live operation.

The IPT Safety, Licensing and Assurance Function is seeking a skilled and experienced Secure By Design Manager, this role is responsible for managing the development and delivery of physical security, secure by design, and security policy and standards across a critical national infrastructure environment. The postholder will provide authoritative advice to ensure that all companies' assets, sites, programs, and infrastructure are designed, operated, and governed in line with protective security risk management principles, national security obligations, regulatory requirements, and organisational risk appetite. The role combines policy leadership, design assurance, and operational security governance to ensure protective security is embedded from concept through to live operation, using proportionate, risk-based, and layered controls that support resilience and business and regulatory outcomes.

Accountabilities & Responsibilities:

• Manage the development, review, and maintenance of physical and protective security policies, standards, procedures, and guidance in line with government security and regulatory requirements, protective security outcomes, and organisational risk appetite.
• Ensure that physical security is embedded into the programme by using secure by design methodology and a security-minded approach so that security requirements are considered throughout the full asset and project lifecycle.
• Provide expert advice and design on physical security systems including perimeter protection, access control, CCTV, intrusion detection, guarding, screening, secure areas, hostile vehicle mitigation, and the integration of proportionate and layered controls to protect the company's people, information, and assets.
• Develop and maintain security standards aligned to relevant legislation, regulations, government policy frameworks, and recognised protective security guidance, including NPSA principles and other requirements applicable to sensitive and critical environments.
• Work with project teams, estates, facilities, digital, operational technology, and business stakeholders to translate security requirements into practical, proportionate, and resilient solutions.
• Conduct protective security risk assessments, threat and vulnerability assessments, operational requirements and design assurance activities for sites and programmes, applying a structured protective security risk management approach.
• Develop governance and assurance processes by preparing reports, submissions, risk papers, and recommendations.
• Monitor changes in threat, legislation, national policy, regulatory frameworks, and protective security best practice, updating policies and standards to maintain compliance and operational relevance.
• Develop and maintain assurance, compliance, exception, and derogation processes to test whether protective security controls and standards are implemented effectively and remain proportionate to identified risks.
• Manage relationships with internal and external stakeholders to ensure that physical security requirements are incorporated and delivered to the required standard.
• Provide advice and support during incidents, exercises, audits, inspections, and post-incident reviews where physical security policy, resilience, assurance, or design standards are relevant.

Knowledge, Skills and Experience required:

• Strong experience in physical security, security risk management, or security design within government, public sector, regulated, defence, utilities, transport, or critical national infrastructure environments.
• Demonstrable experience of developing policies, standards, assurance frameworks, and governance controls, with the ability to interpret national policy, regulation, and protective security guidance into clear operational requirements.
• Demonstrable experience of physical security by design, security-minded approaches, and experience influencing projects, infrastructure programmes, or estate developments at concept, planning, design, implementation, and transition stages.
• Practical understanding of physical security systems, integrated physical security measures, and design assurance, with the confidence to challenge proposals and improve control effectiveness where needed.
• Experience of working with legislation, regulatory obligations, government security expectations, and recognised standards relevant to security, resilience, information handling, and the protection of critical assets and services.
• Excellent stakeholder management skills, with the ability to influence senior leaders, programme teams, estates and operational colleagues, technical specialists, and external partners or authorities.
• Demonstrable experience of team management to include, recruitment, retention, development of up to 3 - 5 personnel.
• Comfortable working across strategy, governance, assurance, design review, and operational delivery in complex stakeholder environments, with an appreciation of integrated physical, personnel, and cyber protective security measures.
• A collaborative and authoritative approach, with the confidence to challenge constructively, manage derogations, and drive continuous improvement.
• Committed to continuous improvement, horizon scanning, and maintaining up-to-date knowledge of threats, government policy, regulatory change, and protective security best practice.
• Eligibility to achieve national security vetting

Qualifications

• Relevant professional experience in physical security management, secure by design, government security standards, facilities security.
• Professional membership or accreditation with a relevant body such as The Security Institute, ASIS International, or an equivalent professional organisation. (Desirable)
• A recognised qualification in security, risk, protective security, facilities, engineering, project management, resilience, or a related discipline.(Desirable)
