Job summary

Mott MacDonald Bentley is recruiting a seasoned Integrated Programme Manager – Wastewater Treatment to lead the end-to-end delivery of Scotland-wide upgrades. You will align Scottish Water Enterprise with design partners and the supply chain to deliver outcomes, performance and environmental compliance.

You will guide a multidisciplinary team, manage the programme budget, and ensure safety and value-for-money across live assets and projects. A relevant degree and strong leadership are essential.

Qualifications

• Experience leading large-scale, multi‑organisational delivery ecosystems through Enterprise, alliance or comparable models.
• Proven multidisciplinary leadership across programme management, design, construction, commissioning and operational interfaces.
• Strong programme definition, work bank prioritisation, optioneering and production‑planning capability.
• Strong commercial and financial capability, including forecasting, affordability, P&L and target‑cost models.

Responsibilities

• Lead end-to-end delivery of the Wastewater Treatment programme, achieving SR27 outcomes and milestones.
• Build and lead a high-performing multidisciplinary team with clear accountabilities.
• Contribute to Enterprise strategy, investment priorities and continuous improvement as a Leadership Team member.
• Protect colleagues and live assets in line with Beyond Zero Harm ambition.
• Own programme budget, P&L, forecasting and value-for-money within delegated authority.
• Confirm need, outcomes, scope and affordability before construction begins.
• Maintain integrated plans, performance controls and reporting to keep delivery on track.
• Build scalable design, delivery, construction, commissioning and supply-chain capability ahead of demand.
• Improve wastewater compliance, water quality and treatment-asset performance.
• Manage constrained-site construction, access, commissioning and handover across live works.

As Scottish Water Enterprise - Integrated Programme Manager – Wastewater Treatment you will report to the Enterprise Managing Director and lead the strategic delivery, performance and transformation of the Wastewater Treatment programme. Integrate Scottish Water, Primary Designers, Asset Delivery Partners and regional supply‑chain partners to deliver long‑term environmental compliance, treatment performance, operational and regulatory outcomes.

This Enterprise Leadership Team role holds full programme P&L and delegated authority while implementing agreed Enterprise production standards within the programme.

The role of Scottish Water Enterprise - Integrated Programme Manager – Wastewater Treatment includes:

• Lead end-to-end delivery of the programme, achieving agreed SR27 outcomes, milestones, quality standards and business plan commitments
• Build and lead a high-performing multidisciplinary team with clear accountabilities, aligned behaviours and shared ownership of outcomes
• Contribute to Enterprise strategy, investment priorities and continuous improvement as a member of the Enterprise Leadership Team
• Protect colleagues, partners, communities and live wastewater treatment assets in line with Beyond Zero Harm ambition
• Own programme budget, P&L, forecasting, affordability, value for money and the efficiency contribution within delegated authority
• Confirm need, outcomes, scope, optioneering, affordability and readiness before construction begin
• Maintain integrated plans, performance controls, reporting and assurance to keep delivery on track
• Build scalable design, delivery, construction, commissioning and specialist supply‑chain capability ahead of demand
• Improve wastewater compliance, receiving water quality, odour control and treatment‑asset performance
• Manage constrained‑site construction, operational access, commissioning and handover across live wastewater treatment works

Essential

What you’ll need:

• Experience leading large-scale, multi‑organisational delivery ecosystems through Enterprise, alliance or comparable collaborative models
• Proven multidisciplinary leadership across programme management, design, construction, commissioning and operational interfaces
• Strong programme definition, work bank prioritisation, optioneering and production‑planning capability
• Strong commercial and financial capability, including forecasting, affordability, P&L and target‑cost models
• Experience of collaborative Enterprise, alliancing, partnering or comparable outcomes‑based delivery models
• Demonstrable commitment to safety, wellbeing, environmental compliance and operational integrity in live‑asset environments
• Ability to drive productivity, standardisation, innovation, unit‑cost improvement and carbon reduction
• Excellent communication, stakeholder, regulator and partner relationship skills

• Relevant degree and/or professional membership
• Previous Enterprise delivery knowledge or experience
• Wastewater treatment experience
