City of London Rough Sleeping Service Manager Opportunities

Two exciting opportunities are available in the City of London Rough Sleeping Team:

  • Rough Sleeping Service Manager – Temporary Fixed‑Term Contract, 12‑month maternity cover (City of London)
  • Rough Sleeping Service Manager – Fixed‑Term Contract, 12‑month secondment in the North East London sub‑region
Rough Sleeping Service Manager (FTC, 12‑month Maternity Cover)

The post holder will act as the lead officer for the City of London’s rough sleeping programme. Responsibilities include:

  • Day‑to‑day coordination and delivery of the Ministry for Housing, Communities and Local Government’s (MHCLG) Rough Sleeping Prevention and Recovery Grant (RSPARG)
  • Leadership of a team of four officers
  • Maintaining strategic links with central government advisors, City of London Police, Greater London Authority, London Councils and internal partners such as Community Safety, Cleansing and Procurement
  • Managing a substantial core budget and using significant grant funding levels
Rough Sleeping Service Manager (FTC, North East London Sub‑region)

Accountable for coordinating the delivery of RSPARG grant funding across the North East London sub‑region, covering City of London, Newham, Waltham Forest, Hackney, Tower Hamlets, Havering, Redbridge, Barking & Dagenham.

  • Work closely with City of London commissioning and procurement colleagues to ensure efficient delivery of multiple contracts
  • Maintain strategic links with rough sleeping leads across the sub‑region, central government advisors, Greater London Authority and London Councils
Candidate Requirements
  • Proven track record or clear aptitude for leadership and management in complex, fast‑moving contexts
  • Experience managing budgets and grant funding

Additional Information

The role is delivered in a hybrid model – you are expected to work at least three days per week or 60 % of your working time in the office at the City of London Guildhall.
