Job Title: Resident Liaison Officer (RLO) - Decarbonisation Framework

Location: Enfield, North London (Site-Based Framework)

Pay Rate: £23.00 per hour (Umbrella) OR £17.32 per hour (PAYE)

Contract Type: Ongoing Contract / Long-Term Placement

Working Hours: Full-Time, Monday to Friday (Standard Site Hours)

Are you an experienced Resident Liaison Officer (RLO) or Tenant Liaison Officer with direct experience supporting Social Housing Decarbonisation Fund (SHDF) programmes or major energy-efficiency retrofit schemes

We are urgently recruiting a customer-focused, proactive Resident Liaison Officer to join a busy delivery team on a major multi-property decarbonisation project based out of Enfield. Paying £23.00 per hour (Umbrella) or £17.32 per hour (PAYE), you will serve as the vital link between residents, site delivery teams, and local housing officers during extensive energy-efficiency upgrades.

This workstream involves multi-measure decarbonisation upgrades across live occupied estates, specifically focusing on External Wall Insulation (EWI), solar PV, window/door replacements, and ventilation installs.

Key Responsibilities

• Resident Engagement & Consultations: Conduct initial property visits, tenant inductions, and condition surveys to explain planned SHDF retrofit measures and installation timelines.
• Access Management: Coordinate daily work schedules with residents, site managers, and specialist sub-contractors to maintain high access rates for installation teams.
• Vulnerability & Needs Assessment: Identify vulnerable tenants, log specific access or health needs, and implement tailored support to minimise disruption during active works.
• Enquiry & Complaint Resolution: Serve as the primary on-site contact for tenant queries, resolving concerns quickly and carrying out post-completion sign-offs and satisfaction surveys.
• Site Record Keeping: Maintain meticulous daily liaison logs, update progress trackers, and report site updates to operational managers.

Candidate Profile & Requirements

• RLO Experience (Essential): Proven track record as a Resident Liaison Officer, Tenant Liaison Officer, or Customer Care Officer within social housing, planned maintenance, or retrofit schemes.
• Decarbonisation / SHDF Familiarity: Prior experience supporting SHDF, PAS 2030 / 2035, EWI, solar PV, or heat pump works in occupied domestic properties is highly desirable.
• Mobility & Driving Licence: Full UK Driving Licence and access to a reliable vehicle for travelling across local estate patches in Enfield.
• Customer Focus: Strong communication, active listening, and conflict-resolution skills when working with diverse resident communities.
• Location: Based within an easy commute of Enfield, North London.
