Job summary

Network Plus, operating as Welsh Water’s reinstatement planning partner in Nelson (Caerphilly), seeks a Team Leader to guide planners and ensure efficient, compliant reinstatement scheduling.

You will lead a team to deliver planned works within regulatory timescales, coordinate with authorities and contractors, and drive improvements in productivity and safety.

Reinstatement Planning Team Leader

Department: Welsh Water

Employment Type: Permanent - Full Time

Location: Nelson, Caerphilly

Compensation: £34,000 - £36,000 / year

Description

The Reinstatement Planning Team Leader will lead a team of planners responsible for programming reinstatement works following utility excavations. The role is accountable for ensuring all works are planned efficiently, completed within contractual and regulatory timescales, and delivered in line with NRSWA and local authority requirements.

You will act as the key link between operational delivery teams, local authorities, subcontractors and internal stakeholders, driving productivity, customer satisfaction and regulatory compliance.

The successful candidate will possess strong planning and leadership experience, exceptional organisational skills and a passion for continuous improvement.

Key Responsibilities

Leadership & Team Management

• Lead, coach and develop a team of Reinstatement Planners to achieve business objectives.
• Conduct regular one-to-ones, performance reviews and development conversations.
• Monitor team performance against key operational and contractual KPIs.
• Foster a positive, collaborative and high-performing team culture.
• Support recruitment, onboarding and training activities within the planning team.

Planning & Scheduling

• Oversee the scheduling and coordination of reinstatement works across the contract.
• Ensure all reinstatement activities are programmed within statutory and contractual timescales.
• Review and optimise work schedules to maximise productivity and resource utilisation.
• Monitor workloads and allocate resources effectively to meet service level agreements.
• Escalate planning risks and operational constraints proactively.

Operational Performance

• Drive achievement of reinstatement completion targets.
• Monitor daily and weekly performance metrics and implement corrective actions where required.
• Work closely with field operations teams to ensure seamless delivery of planned works.
• Identify opportunities to improve planning efficiency, utilisation and customer outcomes.
• Support operational recovery plans where backlogs or service failures arise.

Compliance & Quality

• Ensure all reinstatement programmes comply with NRSWA regulations and local authority requirements.
• Maintain accurate records and management information within relevant systems.
• Support audits and compliance reviews.
• Monitor defect trends and work with operational teams to reduce failure rates.
• Promote a strong culture of health, safety, environmental and quality compliance.

Stakeholder Management

• Build effective relationships with operational managers, supervisors, local authorities and supply chain partners.
• Act as an escalation point for complex planning issues.
• Provide regular performance updates and reporting to senior management.
• Support client meetings and contract reviews where required.

Experience and Qualifications

• Previous experience leading a planning, scheduling or coordination team.
• Experience working within utilities, civils, highways, telecoms or infrastructure environments.
• Strong understanding of reinstatement processes and associated regulations.
• Excellent organisational and workload management skills.
• Strong stakeholder management and communication skills.
• Proven ability to analyse operational performance data and drive improvements.
• Experience using workforce management, planning or scheduling systems.
• Strong Microsoft Office skills, particularly Excel.

Desirable

• NRSWA Supervisor qualification.
• Knowledge of Street Manager and permit schemes.
• Experience working within gas, water, power or telecom utility contracts.
• Lean, Continuous Improvement or project management experience.
