Job summary

Dŵr Cymru Welsh Water is seeking an in-house expert in regulatory capital and reporting. The role focuses on Ofwat's Regulatory Accounting Guidelines, providing guidance to stakeholders and ensuring accurate submissions.

You will own regulatory capital reporting end-to-end, including the Annual Performance Report, and work with data owners and regulators to maintain data quality and governance. A strong analytical mind and attention to detail are essential.

Qualifications

• Degree in a relevant discipline or equivalent experience.
• Experience gathering, validating and analysing complex datasets for regulatory submissions.
• Experience preparing reports or evidence packs for regulators or governance groups.
• Experience collaborating with data owners and operational teams to improve data quality and reporting processes.

Job description

As a key member of the regulatory accounting team, you will fulfil a unique role as the sole in-house expert on regulatory capital investments and have an in-depth knowledge of Ofwat's Regulatory Accounting Guidelines and provide expert advice when required to internal and external stakeholders. You will have sole responsibility for the completion and monitoring of all aspects of regulatory capital reporting, including but not limited to Ofwat's Annual Performance Report. This will require planning and completing the work with minimal supervision. You will be responsible for:

• Prepare, validate and submit regulatory reports, datasets and supporting evidence.
• Maintain up-to-date knowledge of regulatory requirements, performance commitments and price control obligations.
• Analyse regulatory data to identify trends, risks, issues and opportunities, supporting clear recommendations.
• Provide regulatory and analytical support across the business, including interpreting requirements.
• Produce clear, high-quality briefing papers and reports.
• Support internal assurance checks and preparation for external assurance and audit.
• Build positive working relationships across the organisation and with external stakeholders, including regulators.

Experience

The following are essential requirements for the recruitment of the role, Degree in a relevant discipline (e.g. economics, engineering, environmental science, accounting, mathematics, finance, or similar), or equivalent relevant experience.

• Experience gathering, validating and analysing complex datasets to support regulatory submissions or business decisions.
• Experience preparing or contributing to formal reports, statements or evidence packs for regulators or internal governance groups.
• Experience collaborating with data owners, operational teams and subject‑matter experts to improve data quality and reporting processes.

Knowledge and Skills

• Strong analytical and problem-solving skills with the ability to interrogate, interpret and reconcile data from multiple systems.
• Clear written communication skills, capable of producing concise analysis, commentary and supporting documentation.
• High attention to detail with awareness of data quality, audit requirements and governance standards.
• Ability to build effective working relationships across different business areas.
• Strong organisational skills with the ability to work to deadlines during regulatory cycles.
• Ability to support colleagues with guidance on data definitions, reporting standards and regulatory expectations.
