SERVICE TYPE: Children and Adult Social Care

SHIFT PATTERN: Rota based – 40 hours per week (Mon – Fri)

REPORTS TO: Managing Director

Job Purpose

The Service Manager will be responsible for managing and overseeing the daily running of the service and ensuring that the care provided offers service users a high standard of specialised, person‑centred care; that all individuals are treated with dignity and respect and that their independence, choice and control are actively promoted. The Manager will work within a legislative framework, ensuring all practices align with current legislation and social policy, and will actively promote Willboag’s values and care ethos within the staff team and home environment. The Registered Manager will manage staff and delegated budgets in accordance with Willboag Policies and Procedures.

Key Responsibilities
  • Manage and co‑ordinate day‑to‑day activities within the service.
  • Ensure services are delivered within the framework of Willboag core values and in line with Policies and Procedures.
  • Comply with statutory and statutory legal requirements, including the Health and Social Care Act 2008, Health & Safety, COSHH, Mental Capacity Act 2005 and Deprivation of Liberty Safeguards.
  • Monitor the effective running of the home, ensuring environmental health, infection control and health and safety regulations are met; carry out risk assessments including fire checks.
  • Maintain knowledge of CQC Fundamental Standards, liaise with CQC and complete statutory notifications as required.
  • Ensure all legal and statutory records are completed and displayed, including insurance certificates and registration documents.
  • Maintain a record of maintenance issues and take relevant actions to resolve them.
  • Monitor all financial matters, contribute to management of the budget and take corrective action where appropriate.
  • Liaise with external professionals, individuals and families to review needs and develop plans.
  • Ensure effective referral protocols are in place to enable speedy and positive responses to new demands.
  • Promote good practice and appropriate person‑centred support arrangements for each individual, as per policy.
  • Implement and monitor quality assurance strategies, actively promoting a culture of continuous improvement.
  • Support inclusion, enabling individuals to participate in community and work opportunities.
  • Provide coaching and mentoring to staff.
  • Ensure health and safety requirements are met and comply with Health & Safety Legislation.
  • Contribute to the recording and investigation of complaints, compiling reports and taking appropriate action.
  • Support recruitment, induction and training needs for staff.
  • Manage and support staff in line with Policies and Procedures, including supervision, absence, disciplinary and grievance issues.
  • Promote effective team working through good communication and regular team meetings.
  • Identify learning and development needs and plan to meet them in conjunction with learning and development staff.
  • Participate in the delivery of training and in the attainment of NVQ targets.
  • Participate in the disciplinary process, including investigations and decisions on disciplinary actions.
  • Ensure organisational systems for staff allocation, rotas, shift coverage, and management of holidays and sickness.
  • Establish and maintain effective communication systems within the team.
  • Develop positive, open relationships with staff and promote the organisation in a positive manner.
  • Ensure regular planning and reviews for all individuals supported.
  • Ensure effective representation and joint working with key agencies, families and individuals.
Additional Duties
  • Provide an on‑call out‑of‑hours service, giving advice and guidance over the phone and attending incidents where relevant.
  • Attend supervision and undertake own continuing professional development.
  • Contribute to the planning, development and growth of the business.
  • Undertake other reasonable duties within professional capabilities.
  • Work flexibly to meet service needs, carrying out shifts if necessary.
  • Attend conferences and participate in project groups to further individual and organisational development.
Person Specification
Education
  • Level 5 Diploma in Leadership in Health & Social Care & Children & Young People’s Services or equivalent.
  • Or Level 5 Diploma in Leadership in Health & Social Care for Adult’s Services or equivalent.
  • 2 years proven experience in a relevant specialist service.
  • Full Driving Licence.
  • Degree level in Management or Health and Social Care management.
  • Qualifications in Social Work, Occupational Therapy or equivalent.
Experience
  • At least 2 years relevant experience in an operational management capacity in a health and social care setting.
  • Experience of working in/managing a domiciliary service.
  • Experience of managing an effective team.
  • Knowledge and understanding of current legal responsibilities and standards of the service, including person‑centred service delivery.
  • Previous CQC Registration.
  • Experience of working with people with behaviours challenge.
  • Experience of working with Mental Health clients.
  • Experience of working with other agency’s staff.
Knowledge
  • Good understanding of regulatory responsibilities of a Registered Manager and the law relating to domiciliary care services.
  • Insight into medical, social conditions and interventions relevant to the service user group.
  • Knowledge of quality monitoring and assurance measures, Positive Behavioural Management and Functional Analysis.
  • Understanding of health and safety matters relevant to the Health and Social Care arena and associated reporting systems.
  • Knowledge of Health and Social Care Act 2008.
  • Excellent understanding of CQC guideline and KLOE.
  • Mental health awareness.
  • Data Protection Act 1998.
  • Comprehensive knowledge of MCA / DoLs.
