Technical Project Manager - Capital Projects | Frimley Health NHS Foundation Trust

We are looking for an experienced and technically skilled Technical Project Manager to join the Estates and Facilities team at Frimley Health NHS Foundation Trust.

This is an exciting opportunity to play a key role in delivering a diverse programme of new-build, refurbishment, backlog maintenance and community capital projects across Frimley Health and community sites. The programme includes schemes ranging from approximately £50,000 to £30 million, with an anticipated capital investment of around £50 million per year over the next three years.

Working closely with the Associate Director of Hard FM and wider Estates and Facilities teams, you will take delegated responsibility for the successful delivery of capital schemes from feasibility and design through to construction, completion and handover. Your work will directly support the Trust's clinical and operational priorities, while helping to maintain and improve the estate.

You will bring specialist technical expertise in one or more of the following disciplines:building, technical, mechanical or engineering, alongside strong project management experience within a complex environment.

This is a key role for a proactive professional who can confidently manage multiple projects, budgets, consultants and contractors, while ensuring schemes are delivered safely, effectively, on time and in line with Trust governance and statutory requirements.

As a Capital Project Manager, you will:

  • Lead the feasibility, design and construction of allocated capital projects across the Trust estate and wider health facilities within the Integrated Care System (ICS).
  • Manage projects from inception through to completion, ensuring they meet agreed objectives, timescales, quality standards and financial parameters.
  • Provide specialist technical advice and guidance within your area of expertise, including building, technical, mechanical or engineering disciplines.
  • Support the Associate Director of Hard FM and Associate Director of Capital in the planning and delivery of the Trust's capital programme.
  • Manage project budgets and provide effective financial oversight, identifying and addressing risks, variances and potential pressures.
  • Work collaboratively with Trust Procurement colleagues to ensure projects are procured and delivered in accordance with Standing Orders, Standing Financial Instructions (SFIs) and relevant Trust procedures.
  • Coordinate and manage external consultants, professional advisers and contractors, ensuring clear project briefs, contractual arrangements, performance expectations and deliverables are established.
  • Provide regular progress reports and updates on allocated schemes, including financial, programme, quality and risk information.
  • Contribute to the development of business cases and the planning of future capital investment.
  • Ensure appropriate project documentation, records and electronic project files are maintained throughout the project lifecycle.
  • Work closely with the CAD Manager to ensure Trust drawings are accurate and up to date, and that appropriate as-built and as-installed drawings are obtained for completed schemes.
  • Ensure all projects are delivered in accordance with relevant health and safety legislation, statutory requirements, approved codes of practice and Trust policies.
  • Build effective working relationships with clinical, operational and Estates and Facilities colleagues, as well as external consultants, contractors and other stakeholders.
  • Support delegated negotiations with specialist consultants, contractors and other external organisations on behalf of the Trust.
  • Contribute to the strategic development and planning of the Trust's estate, providing professional advice based on your technical expertise.
