Job summary

Speedy is seeking a Rail Competency & Compliance Manager to lead competency management, compliance and engineering capability across the rail division. This role focuses on the safety, maintenance and operations of the Rail Mobile Maintenance Machine fleet and developing the rail workforce.

You will drive compliance with industry standards, support OTP availability, and deliver performance improvements through coaching, mentoring and effective record management.

Qualifications

  • Minimum Level 2 qualification in Plant Engineering.
  • Strong knowledge of rail engineering, competency management and compliance.
  • Experience assessing and developing engineering competence.
  • Excellent organisational and record management skills.

Responsibilities

  • Assess, mentor and develop engineers across the region and sector.
  • Conduct competency assessments and provide feedback to depot managers.
  • Maintain competency records and assessment plans with up-to-date documentation.
  • Manage training systems and update competency matrices.
  • Administer the Sentinel Scheme and arrange external training.
  • Provide technical support and guidance to the rail team.
  • Ensure compliance with legislation and industry standards.
  • Oversee On Track Plant maintenance and availability.

Hours: 37.5 hours per week | Monday to Friday | 08:30 – 17:00

This is a key role responsible for controlling the safety, maintenance, movements and operations of the Rail Mobile Maintenance Machine (RMMM) fleet, while ensuring the competency, compliance and ongoing development of our rail engineering workforce.

The Role

As Rail Competency & Compliance Manager, you will effectively identify and manage the competency requirements of the business, oversee engineering assessment processes and provide technical expertise to support operational excellence across our rail division.

You'll play a pivotal role in developing engineering capability, ensuring compliance with industry standards and legislation, supporting the availability of On Track Plant (OTP), and driving performance improvements across the business.

Key Responsibilities
  • Support rail engineering competence and compliance by assessing, mentoring and developing engineers across the region and sector.
  • Conduct competency assessments, identify training needs and provide constructive feedback and recommendations to depot managers.
  • Maintain competency records and assessment plans, ensuring all documentation is accurate, up to date and readily available.
  • Manage training and competency systems, including updating competency matrices and coordinating assessment records through Speedy Academy and PeopleFluent.
  • Administer the Sentinel Scheme, including onboarding personnel, managing competencies and arranging external training courses.
  • Provide technical support and guidance to the rail team, contributing to the development of plant, equipment and operating procedures.
  • Support compliance with legislation and industry standards by participating in reviews and implementing required process improvements.
  • Assist in the operation, maintenance and availability of On Track Plant (OTP), ensuring servicing schedules, inspections and documentation are completed in line with requirements.
  • Develop engineering capability through coaching, mentoring and competency management for employees and authorised operating partners.
  • Drive Route to Gold performance by managing PPS submissions, monitoring trends, addressing performance issues and liaising with Network Rail representatives.
  • Produce and present management information, including monthly and quarterly reports, and participate in performance review meetings.
  • Support business growth and operational efficiency by working with sales and operations teams, engaging with manufacturers and identifying cost‑saving opportunities within OTP activities.
  • Produce detailed engineering reports relating to plant reliability for key customers.
About You

To be successful in this role, you'll have:

  • A minimum Level 2 qualification in Plant Engineering.
  • Strong technical knowledge of rail engineering, competency management and compliance.
  • Experience assessing and developing engineering competence.
  • Excellent organisational and record management skills.
  • The ability to produce detailed engineering reports and management information.
  • Strong communication skills with the ability to coach, mentor and influence others.
  • A proactive approach to continuous improvement and operational excellence.
