Job summary

Dŵr Cymru Welsh Water is seeking a Quantity Surveyor to provide professional commercial and cost management across multiple capital projects. You will advise project managers on contract management within Welsh Water Frameworks and assist with procurement and framework allocations.

The role requires NEC knowledge, strong cost management experience, and effective communication within a multi-disciplinary delivery team. Hybrid working with site visits is available across hubs.

Qualifications

• Qualified to degree level (or equivalent considerable relevant experience) and working towards chartered status.
• Knowledge, experience or understanding of NEC and other contract administration.
• Excellent analytical and data interrogation skills with an ability to extract relevant information and present it in a logical and structured manner.
• Cost management experience, demonstrating an excellent track record in the commercial delivery of projects ranging from £25k to £2m.
• Excellent communicator and team player who understands the importance of ownership and accountability.
• Experience and understanding of Health and Safety Legislation.
• Ability to work collaboratively in a multi-disciplined engineering delivery team environment.
• The ability to work to tight regulatory and project timelines.
• A valid UK driving licence.

Responsibilities

• Provide professional commercial and cost management on several capital projects simultaneously.
• Provide support and advice to a team of project managers and project engineers on all aspects of commercial contract management within Welsh Water Frameworks.
• Assist with procurement and allocating of capital work to framework contractors.
• Undertake detailed cost analysis on tender returns for capital projects.
• Prepare all aspects of works orders ensuring all Welsh Water project approval processes are followed.
• Validate and agree contract values and target costs with framework contractors.
• Identify, analyse and develop response to commercial project risks ensuring risks are understood, valued and correctly allocated.
• Carry out monthly valuations of completed work and recommend for payment.
• Manage the flow of financial information between finance, SAP teams, project managers and contractors.
• Provide advice on contractual claims, early warning notices and compensation events.
• Agree and sign off final accounts at contractor and project levels.
• Undertake appropriate 'lessons learnt' analysis upon project completion in order to ensure that there is a continuous improvement process applied.
• Assist with the dispute resolution between third parties and Welsh Water.
• Understand the implications of Health and Safety Regulations.
• Ensure the provision of accurate and timely management of information.
• Carry out other duties as directed to meet business needs

About you

Essential Experience, Qualifications and Skills

Good to know

• Location: This role can be based at either our South East or South West Hub, which will be discussed during the interview process based on your current location.
• Working Pattern: Hybrid working, with a minimum of three days per week spent on site or in the office and two days working remotely.
• Travel: Regular travel to sites within the agreed region will be required. Business mileage and fuel expenses can be claimed in line with company policy
