Job description

A fantastic opportunity has arisen for a motivated and experienced Quantity Surveyor to join Bristol City Council.

Based in The Major Projects Team, Homes & Landlord Services, you will play a lead role in the delivery of a 10 year cyclical maintenance and major refurbishment programme of the Council’s high rise blocks of flats.

You will be responsible for the overall financial management of a number of complex major refurbishment projects such as EWI Cladding, roof and window replacements, balcony repair or replacement and other ancillary works from inception to completion. This involves managing all financial aspects including:

  • feasibility studies,
  • cost appraisal and cost planning,
  • on-site valuations,
  • monitoring and reporting on project costs,
  • managing contract accounts,
  • agreeing and settling final accounts.

The 10 year programme typically involves around 8-12 blocks per year, often spanning across several years, and an annual programme value of between £18 to £20m. Each project can range from £1M to £16m in value and take from 12 months to 4 years plus to complete. Use of programme management tools to manage risk, communications and budget monitoring will be an essential element of this role.

What will I be doing?

You will be carrying out the duties of a Quantity Surveyor relating to the major refurbishment works to our high rise blocks as well as:

  • Producing initial tender documents, managing and advising on contractor procurement processes, working closely alongside other team members and officers in the Procurement Team.
  • Agreeing and preparing contract documentation and project cost appraisals and plans.
  • Monitoring, reviewing, forecasting and reporting on all financial aspects of a live project and also beyond completion, such as post completion analysis and retention release.
  • Carrying out site valuations, agreeing payments and preparing and submitting final accounts.
  • Monitoring all project financial accounts and/or development agreement accounts.
  • Cost and evaluate all variations to projects.
  • Agree, negotiate and settle accounts and provide advice on contractual matters and contractual claims.

What do I need to have?

With excellent communication skills and a real commitment to involving all stakeholders in the delivery of projects, you will have a minimum of an HND or degree in Quantity Surveying or equivalent relevant qualification with sufficient coverage of contracts and tendering to perform the role.

You will also have experience in:

  • Contract Administration using Industry Standard Forms of Contract e.g. JCTMW, JCTIFC, JCTSBC Design & Build, NEC 3 & 4 all options.
  • The preparation of Tender & Contract Documents.
  • Financial evaluation including developing and maintaining cost plans, financial reports, forecasting models & the preparation of final accounts.
  • Industry Procurement e.g. two stage tendering & OJEU processes.
  • Completion of feasibility studies & tender evaluation reports.
