The post holder will support the Quality team in theachievements of their goals to secure improvements in health outcomes,providing quality assurance, reducing inequalities and improving patientexperience within the Cervical Screening Administration Service (CSAS).
The post holder will have responsibility for monitoringquality across 2 sites and will report to the Quality Team Manager. Theindividual is required to be able to work on their own initiative and as partof a team. This role requires accuracy and attention to detail and the abilityto interact with people across the organisation at various levels. The postrequires excellent interpersonal skills and the abilityto coach and providefeedback to colleagues.
Main duties of the job
This role will be responsiblefor:
- Monitoring quality of work carried out withinthe CSAS service as part of a Team of Quality Advisors.
- Highlighting issue which might affect thequality of the service through trends and themes.
- Contribute to Team Meetings and huddles.
- Participate in quality feedback sessions and havethe ability to explain the reasoning for decisions made using coaching style communication.
- Support the service to achieve and maintainexcellent quality standards.

Job Purpose
The post holder will support the Quality team in the achievements of their goals to secure improvements in health outcomes, providing quality assurance, reducing inequalities and improving patient experience within the Cervical Screening Administration Service (CSAS).
Dimensions
This role assists in the efficient and effective running of the Cervical Screening Administration Services (CSAS).
This role supports the National Cervical Screening Programme and is vital in supporting womens health and saving lives ensuring that quality is paramount in every aspect of the cervical screening processes.
This role is pivotal to screening and sits across Operations and Strategy.
Role Specific Responsibilities
Operational
- The Quality Advisors key responsibility is to deliver a screening service quality assurance and quality control programme and support the development of policy, methods and tools. The Quality Advisor will have access to and use daily several systems e.g. CRM, NHAIS and deal with patient identifiable information to check and audit the screening officers work to ensure we are providing a national high quality service.
- Be conversant with the suite of standard operational procedures (SOPs).
- To participate in the formal analysis and interpretation of results of data analysis, e.g. reports, charts, maps, pivot tables.
- Support the Quality Manager in delivering targets/goals as set out in the contract.
- Provide routine reports on performance and ad hoc reports as agreed with the Quality Manager and Operational Manager or requested by the Head of Service, Director lead.
- Support the Quality Manager in ensuring that the team provides accurate appropriate feedback to customers and stakeholders highlighting any issues and concerns raised during any quality control and assurance processes.
- Participate in team meetings.
- There may be a need to offer quality support to another site and to travel between the Leeds and Preston Cervical Screening services.
- Participate and support the evaluation, implementation, maintenance, and improvement of relevant processes in order to meet the requirements of this service.
- Review and analyse the processing submissions.
- Support and maintain contact with sessional experts and peer reviewers.
- Support the delivery and evaluation of training to peer reviewers, team members regularly.
- Provide specialist advice to the screening team managers and SMEs in relation to the findings and outcomes of quality checks and assurance.
- Identify, develop and disseminate best practice in order to improve screening pathways, clinical governance and risk management.
- Maintain the strictest level of confidentiality at all times.
- The Quality Advisor will be expected to work on their own initiative within appropriate occupational guidelines, referring to the Team Manager as necessary.
- Support the delivery of excellence to our customers.
Strategic
- Participate in policy or service development both within the team and the wider environment of the Cervical Screening programme.
- Support the Quality Manager and the Operations Manager in providing reports as well as being able to analyse and translate data to improve the service.
- Ensure that visits and reviews are conducted by appropriate and trained reviewers according to agreed protocol and that all involved are familiar with the nationally agreed standards.
- Participate in the development and service improvements in order to enhance the cervical screening service e.g. participate in updating and the development of SOPs.
Communications
- Communicate with colleagues and stakeholders around issues within own area of work, which have a level of complexity such as dealing with business sensitive information, or requiring co-operation from staff outside of department.
- Gain co-operation and agreement from stakeholders, using effective communication skills including a degree of negotiation, persuasion or motivation skills where appropriate as part of the role.
- Provide and receive complex or sensitive information where negotiating and empathic skills are required due to barriers of understanding.
- Present and feedback to groups of screening staff regularly on improvements to quality.
Analytical
- Support the Quality Manager to develop the monthly Quality reports in carrying out analysis each month of this national screening service across both sites in relation to the end to end processes performed in line with the set KPIs as well as any service developmental opportunities, utilising the intelligence from across the service to inform decisions.
- Resolve day to day problems independently, using own judgment and analysis of the situation to come to a decision where there are a number of options or solutions available.
- Make judgements on a range of issues relating to function, using own expertise and within responsibility level.
Planning
- Assist senior members of staff with a range of complex project work the post holder will be required to co-ordinate, plan and adjust complex plans as necessary.
- Plan and manage own workload to weekly, monthly and annual timescales to ensure continuity of service.
- Plan and co-ordinate meetings, programmes or events involving senior managers and delegates from both internal and or external organisations which require formulation of plans and delivery in agreed timeframes.
Physical Skills and Effort
- The post holder will require manual dexterity, advanced keyboard skills for touch typing, accurate data inputting and being able to switch between screens constantly.
- The post holder is required to sit in a restricted position for most of the day.
- This role impacts significantly on patient care as the only form of quality control and assurance for patients nationally to receive the right information about their invitation for screening and also their results as well as ensuring that any information processed on a patients file is accurate.
Policy and Service Development
- This role will contribute, implement and be conversant with any changing policy and process that the service is required to make as well as any service improvements undertaken to ensure compliance across the service and wider stakeholders.
- Participates in the drafting of documents and guidance notes relating to own area of work.
- Implement policies and protocols for own area of work and propose the changes and improvements to services impacting across the organisation.
Financial and Physical Resources
- This role has no allocated financial responsibility.
Staff Management
- This role will support the development of the screening staff on a daily basis via coaching to ensure the service is meeting its quality standards.
Information Resources
- This role will carry out data entry as part of the quality control and assurance processes through a number of systems e.g. CRM, NHAIS, Open Exeter.
- This role will need to contribute to statistical reports using formulas, diagrams, and pivot tables.
- Access national SIRMS and PHE Tracking System to inform the production of reports and anlaysis.
Research and Development
- This role will support the Quality Manager and SMEs to carry out audits, system testing, complex non clinical audits.
Autonomy
- Act independently using own initiative to work within departmental policy and manage own workload.
Mental and Emotional Effort
- This role requires significant concentration throughout each working day of 7.5
- The nature of this role is expected to be interrupted regularly and the post holder will have to switch to other tasks.
- On occasions the post holder will be in contact, directly or indirectly, with distressing or emotional circumstances in relation to the nature of the cervical screening role.
Person Specification
Qualifications
- Good standard of general education 5 GCSE or equivalent including Mathematics & English.
- NVQ Level 4 or equivalent experience.
- Understand principles of population based screening programmes in the UK.

- Experience of customer case handling and administrative processing experience in screening related or other key services where customers and achievement of defined SLAs are important
- Experience in analysing and interpretation of complex data.
- Experience in using and relational databases and analytical tools.
- Experience working as part of a team ideally in an information setting.
- Excellent communication skills (internal and external customer focus) including an excellent standard of written and spoken English.
