Job summary

The QHSE Manager role is a hands-on leadership position responsible for shaping and sustaining the company’s Quality, Health, Safety & Environmental framework across multiple sites and projects. You will drive continuous improvement, embed a strong safety and quality culture, and ensure compliance in a high-hazard industrial environment.

Key duties include leading the Safety Management System, managing audits and regulatory reporting, and collaborating with regulators, clients and internal teams

Qualifications

• Proven QHSE leadership in high-hazard environments.
• Strong knowledge of UK health and safety law and policies.
• Experience implementing ISO 9001 and ISO 14001 frameworks.
• Excellent stakeholder engagement and communication skills.

Responsibilities

• Lead the development and implementation of the Safety Management System.
• Ensure compliance with UK legislation (DSEAR, PSSR, HASAWA, LOLER, PUWER).
• Support safe design, construction, commissioning and operation of industrial facilities.
• Lead hazard identification, risk assessments and mitigations.
• Manage incident investigations, root cause analysis and corrective actions.
• Act as primary contact for regulators, clients and external stakeholders.
• Oversee permit-to-work (PTW) and management-of-change (MOC).
• Manage contractor safety, site inductions and supplier compliance.
• Develop emergency response and business continuity plans.
• Ensure RIDDOR reporting requirements are met.

We are seeking an experienced QHSE Manager to lead and continuously improve our Quality, Health, Safety & Environmental (QHSE) framework across operational sites, projects, and technical services.

This is a hands‑on leadership position that combines strategic governance with operational delivery. The successful candidate will be responsible for ensuring compliance, driving continuous improvement, and embedding a strong safety and quality culture within a high‑hazard industrial environment.

Key Responsibilities

Health, Safety & Risk Management

• Lead the development and implementation of the company's Safety Management System.
• Ensure compliance with relevant UK legislation, including DSEAR, PSSR, HASAWA, LOLER, and PUWER.
• Support the safe design, construction, commissioning, and operation of industrial process facilities.
• Lead hazard identification, risk assessments, and mitigation activities.
• Manage incident investigations, root cause analysis, and corrective actions.
• Act as the primary point of contact for regulators, clients, and external stakeholders.
• Oversee permit‑to‑work (PTW) and management‑of‑change (MOC) processes.
• Manage contractor safety, site inductions, and supplier compliance.
• Develop emergency response and business continuity plans.
• Ensure statutory reporting requirements, including RIDDOR compliance, are met.

Environmental Management

• Ensure compliance with environmental permits and reporting obligations.
• Develop and maintain environmental management systems aligned with ISO 14001 principles.
• Support sustainability and ESG initiatives.
• Conduct environmental risk assessments and implement mitigation plans.

Quality Management

• Own and maintain the Quality Management System (QMS) in line with ISO 9001 requirements.
• Develop and improve business processes, procedures, and controls.
• Ensure effective document control and governance practices.
• Manage non‑conformances and corrective/preventive action processes.
• Oversee supplier quality management and performance improvement initiatives.
• Lead internal audit programmes across Quality, Health, Safety, and Environment.
• Manage external audits, including ISO, client, and regulatory assessments.
• Monitor compliance performance and drive improvement plans.

  Training & Culture

  • Deliver QHSE training and awareness programmes.
  • Promote a proactive safety culture and continuous improvement mindset.
  • Support managers and leaders in fulfilling their QHSE responsibilities.
  • Drive behavioural safety initiatives throughout the business.

  Essential Experience

  • Proven QHSE, HSE, EHS, or SHEQ leadership experience within a high-hazard industry.
  • Experience in sectors such as:
  • Hydrogen
  • Industrial Gases
  • Oil & Gas
  • Chemicals
  • Petrochemicals
  • Energy Infrastructure
  • Strong knowledge of UK regulatory requirements, including DSEAR, PSSR, HASAWA, environmental permitting, and related legislation.
  • Experience managing ISO 9001 and ISO 14001 systems.
  • Strong stakeholder management and leadership capabilities.
  • Experience leading audits, investigations, compliance programmes, and continuous improvement initiatives.
