Job summary

Civic Recruitment Limited in Shrewsbury is seeking a strategic leader to head the Revenues and Benefits Service for a six-month contract with a local authority. You will oversee Council Tax, Business Rates, Benefits and discretionary schemes, ensuring compliant, high-performing services and effective debt recovery.

You will deputise for the Service Manager, manage budgets, report to senior management, and drive service improvement and digital transformation.

Qualifications

• Significant management experience within a Revenues and Benefits environment.
• Extensive knowledge of Council Tax, Business Rates (NNDR), Housing Benefits and related legislation.
• Proven experience managing complex statutory services within a local authority.
• Strong leadership and people management skills with experience leading, developing, and motivating teams.
• Experience implementing legislative changes, service improvements and operational transformation.

Responsibilities

• Lead and manage the delivery of Council Tax, Business Rates, Benefits and associated discretionary schemes in line with legislation and Council policies.
• Ensure accurate billing, collection, recovery and accounting of Council Tax, Business Rates, BID levies, and Housing Benefits.
• Oversee administration of local discretionary schemes including Council Tax Reduction, Business Rates Reliefs and Discretionary Housing Payments.
• Manage debt recovery processes, ensuring arrears and enforcement activities are proportionate and compliant.
• Deputise for the Revenues & Benefits Service Manager, providing leadership and strategic direction across the service.
• Prepare reports for senior management, committees and elected members, including hardship relief and debt write-off recommendations.
