Job summary

The Arts Council England in Manchester is seeking a Procurement Manager to lead public sector procurement, ensuring compliance with public procurement regulations and driving major projects up to £5m. This permanent, 35-hour-per-week role offers hybrid working and on-site collaboration.

You will develop procurement policies, manage frameworks, train staff, and work with CCS and DCMS while embedding diversity and sustainability in every purchase.

Qualifications

• Substantial experience leading a procurement function with knowledge of Public Contract Regulations.
• Active pursuit of a professional procurement qualification such as the CIPS Advanced Diploma.
• Proficiency in procurement systems (Delta or similar) and Excel.
• Ability to work with limited direction and strong analytical skills.
• Excellent interpersonal skills to influence stakeholders and collaborate.

Responsibilities

• Lead the procurement function, develop organisational procurement plans and collaborate with external partners.
• Create and manage framework agreements, identify applicable frameworks, and develop tender documents.
• Continuously review legislation changes, keeping policies up to date and minimising risks.
• Implement contract management strategies and provide spend insights and staff training.
