Job summary

Perspectum Ltd in Oxford is seeking a Proposals and Contracts Manager to oversee RFPs, RFQs and study quotations from receipt to submission. The role works with Business Development, operations and product to ensure accurate reflection of services and resources in every proposal.

The post holder will manage contracts, change orders, bid defense and handover of awarded studies to operations, and develop detailed study quotations. Strong Excel and CRM experience are essential.

Qualifications

• Two to five years of CRO/related experience.
• Experience developing proposals, study quotations and contracts.
• Knowledge of clinical trial design, phases and delivery.
• Strong Excel skills.
• Excellent written and verbal communication skills.
• Strong organization and project management with deadlines.
• Cross-functional collaboration with stakeholders at multiple levels.
• Accurate CRM data maintenance.

Responsibilities

• Own RFPs, RFQs and study quotations from receipt to submission.
• Review study docs to identify requirements, scope and pricing.
• Develop understanding of Perspectum's services to support bids.
• Establish timelines for proposals, pricing, reviews and approvals.
• Coordinate internal stakeholders for sponsor-focused proposal content.
• Prepare quotations using templates, rate card, budget calculator and approved pricing assumptions.
• Liaise with third-party vendors to obtain costs.
• Lead budget justification meetings and respond to sponsor questions.
• Support CRO partner discussions on scope, budgets and timelines.
• Handover awarded studies to delivery teams.
• Support QA team with RFIs.
