Job summary

West Sussex County Council is seeking a Property Supervisor to lead the Refugee, Resettlement and Migration service's property pathway in County Hall, Chichester. You will supervise a team, secure suitable housing, and work with Council and partner agencies to remove barriers to accommodation for refugee and migrant families.

You'll manage day-to-day operations, develop staff, and ensure service continuity within budget.

Job description

We are seeking a Property Supervisor to serve as a key member of the Refugee, Resettlement, and Migration service.

In this role you will focus on delivery that gives families the best chance for integration into society that will lead to a better life.

You will bring significant skills and experience of coordinating and working with statutory services working in and with communities, and you will understand and seek to overcome the barriers to integration at a professional level. You will travel across the county, working flexibly to meet refugee family needs.

Salary: £39,862 to £42,839 per annum

Location: County Hall, Chichester

Contract: Fixed Term Contract until 31/08/2027

Working pattern: Full time 37 hours

You will need to hold a valid, full driving licence for this role to travel independently around the county, including to areas that may not be easily accessible by public transport. Pool cars and pool bikes are available.

West Sussex County Council, whilst not a housing authority or provider of social housing, has a responsibility in supporting our refugee, resettled and migrant families to find appropriate and affordable accommodation within West Sussex.

This role will supervise a property pathway and sustainability team, working collaboratively with teams within the Communities directorate, partners and District and Boroughs seeking and supporting families with finding appropriate housing.

This role will be reporting into Resettlement Property Manager and in her absence, you would deputise and temporarily be responsible for the supervision of a team who work to secure suitable residential accommodation, overcome barriers to housing, and prevent accommodation coming to a premature end.

The role will be responsible for the day-to-day supervision of the service, managing resources within budgets to ensure service continuity and to ensure service levels are maintained, including planning for and responding to variations in service demand (e.g. across the week, seasonally or in response to incidents). The role will be responsible for developing all staff within the team, to increase skills and knowledge across the full range of refugee support and the efficiency and quality of the service provided.

The role will collaborate across WSCC and partner teams and services, coordinating with others to identify areas and opportunities for improvements to the service, particularly in identifying opportunities for increasing customer self-service. The role will also take a lead responsibility in ensuring that relationships between services within the Communities directorate and across the Council are developed and maintained with a particular focus on identifying and promoting good practice and ensuring effective, timely and appropriate management of support needs. The role will also require the post holder to work closely with other teams to improve policies and procedures and ways of working.

The work may sometimes involve working with challenging customers or those suffering trauma, which will require empathy, professionalism and personal resilience. You will need to be able to travel independently to various venues and locations across the County to support your team providing face to face support including to areas that may not be easily accessible by public transport.

What you'll need to succeed

You will have a desire to work with families resettling within West Sussex, and will be comfortable liaising with the Home Office, specialist advisory services and legal representatives. The work will involve exposure to safeguarding concerns, working in partnership with families, colleagues and a variety of external agencies to effectively manage risk and achieve better outcomes for resettled families.

You will be committed to raising standards in practice amongst your team that will directly lead to better outcomes for refugees. You will be inspired by the opportunity to work closely and collaboratively with colleagues to secure the

best possible outcomes for refugees coming to the UK. You will have excellent communication and listening skills, be able to remain calm, approachable and professional under pressure and have experience of being placed under

significant emotional demand by the stories of the people you and your team support. You will have a tenacious, considered approach to delivering results within specified timescales.

You will thrive on working as a team as well as using your own initiative, whilst working within broad principles of practice. You will identify opportunities to develop the operational services provided to the customer and the skills and knowledge of your team, assisting as necessary with the implementation of policies and procedures linked to the service.

It would be desirable for you to have a background in property legislation and process. Please note that there is a regular and intrinsic requirement to communicate in English with members of the public.
