Job summary

Elmbridge Council is seeking a Property Standards & Empty Homes Officer on an initial 3-6 month temporary contract. The role is hybrid, based at KT10 9SD, with three days in the office and two days remote, including site visits.

You will undertake inspections of residential properties, investigate disrepair complaints under HHSRS, enforce HMOs and mobile home sites, promote empty homes, and support Renters Rights Act enforcement for well-managed rented housing.

Qualifications

• Experience of undertaking responsive and programmed inspections of residential premises.
• Experience of surveying dwellings for defects and disrepair.
• Experience of drafting statutory notices and enforcement papers.

Responsibilities

• Carry out proactive and programmed inspections of residential properties.
• Investigate complaints regarding housing disrepair under HHSRS and prepare enforcement recommendations.
• Inspect, license, and enforce HMOs and mobile home/caravan sites under council procedures.
• Lead on promoting and monitoring empty homes and re-use initiatives with outreach to owners.
• Apply Renters Rights Act powers to support well-managed rented housing and advise stakeholders.
