Job Description
Property Assets Manager – 6 Month Contract

Location: Swindon

Contract: 6 Month Contract

Hours: Full Time

Driving Licence: Full UK Driving Licence and Access to a Vehicle Required

Pay: Daily Rate

Summary

Swindon Borough Council is in search of a seasoned Property Assets Manager to oversee the management, development, and strategic execution of a varied property portfolio, which includes operational, commercial, industrial, and educational assets. Reporting to the Portfolio Manager of Corporate Estates, this role is pivotal in enhancing the value and performance of the Council's property assets. The position also supports significant capital programs, school estate projects, academy conversions, asset transfers, and regeneration efforts. This role is ideal for a senior property professional with robust experience in asset management, estates, project delivery, and stakeholder engagement.

Key Responsibilities
  • Oversee the management of the Council's diverse property assets, including operational, commercial, industrial, and educational properties.
  • Develop and implement strategic asset management programs.
  • Manage annual rolling condition survey programs across the estate.
  • Supervise the delivery of the annual £750k schools condition program.
  • Provide strategic guidance on school estate planning, accommodation development, and capital projects.
  • Lead property matters related to academy conversions and school land transfers.
  • Negotiate funding agreements with schools, academy trusts, and external stakeholders.
  • Prepare reports and recommendations for senior leaders, Cabinet Members, and elected officials.
  • Lead asset transfer projects and property transactions.
  • Negotiate property acquisitions, disposals, leases, lease renewals, and funding agreements.
  • Represent the Council in major property and land negotiations.
  • Conduct asset valuations and portfolio reviews.
  • Manage community value asset processes and statutory requirements.
  • Ensure compliance with property legislation, procurement regulations, governance requirements, financial regulations, and health & safety standards.
Leadership Responsibilities
  • Lead and manage property-related programs and projects.
  • Matrix manage internal officers, consultants, contractors, and external stakeholders.
  • Support strategic planning and service improvement initiatives.
  • Collaborate closely with Education, Finance, Legal, Planning, Procurement, and Construction teams.
  • Cultivate and maintain strong relationships with schools, academy trusts, developers, government bodies, community organizations, and strategic partners.
Requirements

Requirements:

  • Degree-level qualification or significant equivalent experience in property and asset management.
  • Extensive experience in:
    • Property Asset Management

  • Experience managing operational, commercial, or educational property portfolios.
  • Strong understanding of:

  • Proven track record in delivering complex property projects and programs.
  • Experience working with schools, academies, or educational estates.
  • Excellent negotiation and stakeholder management skills.
  • Strong financial management and budgeting experience.
  • Ability to prepare high-level reports and business cases.
  • Strong program and project management skills.
  • Full UK Driving Licence and access to a vehicle.
  • Experience in local government property management.
  • PRINCE2 Practitioner or equivalent project management experience.
  • Knowledge of:
    • Academies Act
    • School Playing Fields legislation
    • Education estate management
  • Experience managing major capital programs.
  • Experience working with developers, governing bodies, and academy trusts.
